JOB DETAILS:
Management Sciences for Health (MSH) is seeking a Deputy Project Director and a Senior Technical Advisor, Policy and Clinical Services, for a potential 5-year US Centers for Disease Control (CDC)-funded, Sustained Health Systems Strengthening (SHSS) Project in Tanzania. This project will provide technical assistance (TA) to the Government of Tanzania (GOT) in the form of capacity building of Public Health Institutions (PHIs) to implement and sustain quality health services, focusing on improving information systems, human resources capacity, financial management, and data use and integration, as part of achieving HIV epidemic control. .
Specific Responsibilities
• Work closely with the Project Director in providing leadership and management for the project and ensuring efficient implementation of project activities towards expected results.
• Coordinate collaboration with CDC, National Ministries and PHIs, other partners, stakeholders, and MSH headquarters to ensure alignment with donor, national, and corporate systems and priorities.
• Set technical direction and lead the work in the health policy area of the SHSS project providing the needed capacity building to the GOT and PHIs to strengthen and sustain systems and services for HIV response ensuring alignment with Tanzania national and CDC/PEPFAR strategies and plans and support the project director in overseeing other project technical areas, coordinate annual work plan development, implementation, and review; identify synergies between program areas, ensure integrated planning and implementation.
• Provide TA to GOT and PHIs in the development and/or review of national policies, strategic plans and guidelines, their alignment with current PEPFAR priorities.
• Support national and sub-national structures including regional and council health management teams in translating policy guidelines into annual operational plans and provide continuous monitoring support for effective implementation.
• Provide the needed technical support to strengthen internal alignment between various national policies, harmonization of strategic planning documents and management processes.
• Serve as a subject matter expert on clinical services including prevention, diagnosis, treatment, and care to design project strategies and implement activities in the areas of information systems, strategic information, continuous quality assurance, health financing and human resources for health initiatives for effective delivery of HIV/AIDS services; and ensuring that interventions developed by SHSS are user-friendly in the clinical environment and sustainable in the long-term.
• Supervise up to three senior technical staff working in SHSS project areas such as quality improvement, human resources for health, health financing, setting expectations and performance goals, addressing performance issues, and supporting professional development, with the ultimate goal of achieving desired project results in respective project areas.
• Effectively summarize and communicate the objectives, strategies, innovations, key messages, results and impact of the project’s Health Policy area to key global health community audiences and internal organizational audiences via fact sheets, highlights, technical briefs, peer-reviewed papers, conference presentations and other communication channels to create project identity and
• visibility, promote the donor investment in the country.

Qualifications and Experience
• Advanced graduate degree in Medicine. Masters level or above with formal training in public health, policy analysis, or related discipline is a plus.
• Minimum of 10 years of experience leading or advising complex health care service or public health programs in Tanzania.
• Minimum of 5 years of experience providing TA to government agencies in developing and strengthening health policy guidelines, and related regulatory frameworks, strategic plans and guidelines in Tanzania in the area of HIV/AIDS epidemic control.
• Minimum of 3 years of experience providing clinical services, particularly for HIV/AIDS, in Tanzania.
• Deep knowledge of the Tanzania Health System, the Tanzania Health Sector HIV/AIDS epidemic response strategies, country structures for the provision of HIV services, and PEPFAR goals in Tanzania.
• Demonstrated ability to build and maintain relationships with senior-level colleagues, government agencies, NGOs, other US Government funded cooperating agencies and donor organizations; and successfully bring together diverse groups of partners to achieve project goals.
• Excellent organizational, analytical, oral and written communication skills.
• Demonstrated excellent English and Swahili language skills (both written and oral) with the ability to conduct business in English.
• Candidates should note the possibility of relocation to Dodoma within 1-2 years of project implementation, depending on donor and MOH requirements.
