Colleges and Institutes Canada (CICan) is implementing the Empowerment through Skills Program (ESP) in Tanzania. The ESP is a 7-year program (2021-2028) implemented by CICan in close collaboration with the Tanzanian Ministry of Education, Science and Technology (MoEST) through the Department of Technical and Vocational Training (DTVET). The ESP is funded by the Government of Canada.

A critical component to the success of the ESP is the ability to understand, develop, and deliver gender responsive, environmentally sensitive, demand driven, and competency-based programming and capacity-building activities with Tanzanian partners that lead to meaningful employment, self-employment and/or entrepreneurship for women, adolescent girls, and teenage mothers.
Short-term Consultancy Requirement ESP has a short-term consultancy requirement for the services of a consultancy firm to conduct a review of occupational health and safety (OHS/OSH) policies, procedures, and practices in its 12 partner Folk Development Colleges (FDCs). The Consultancy Firm will also develop and deliver an OHS/OSH resource toolkit and capacity-building Training-of-Trainers workshop to FDC staff.
Note that Kiswahili is the language of instruction in the partner FDCs as well as the most common language used in the districts that the project is working in (English is not spoken or understood in many communities, by many students, and by some staff). Hence, the consultancy firm will need to include Tanzanian Kiswahili speakers for the field work, and to deliver or co-deliver the workshops.
Applications are invited from suitably qualified consultancy firms meeting the requirements outlined in the RFP.
The expected Level of Effort is between 85-100 days with additional travel and communication costs based on actuals.
Proposals are encouraged from qualified firms owned or led by women.

1. Key Tasks The Consultancy Firm will: 1. Conduct a literature / background review to identify best practices and current trends in National Occupational Health and Safety (OHS) policies, regulations, procedures and practices internationally and specifically in Tanzania and East Africa. This review will include Tanzania’s Occupational Health and Safety Act of 2003 and the work of the Occupational Safety and Health Agency (OSHA). A specific focus will be women, adolescent girls and teenage mothers and ESP’s target beneficiaries.
As part of the background review, carry out scans with other agencies and organizations that are involved with occupational health and safety policies, regulations, procedures and practices to assess how these are being implemented in Tanzania as well as other related initiatives being undertaken. Examples of key players include employers, employer and employee associations, the Tanzania Occupational Safety and Health Authority (OSHA), MoEST, NACTVET, TVET institutions (TETs, VETs, FDCs), other government ministries and agencies, other donors, other funding agencies, and other implementing agencies.
2. Carry out detailed scans and situational need assessments at each of the 12 partner FDCs to gather data on how OHS/OSH policies, regulations, procedures, and practices are being implemented as well as other related initiatives being undertaken.
These detailed scans and assessments will include:
• Detailed site visits / audits to the 12 partner FDCs including workshops, classrooms, student dormitories, student washrooms, cooking facilities and laundry facilities. The site visits are expected to take 2 to 3 days per FDC
• Interviews and focus groups with partner FDC staff and students. The sample will include all workshop teachers (estimated at 8 to 10 technical teachers per FDC / Total of 100 to 120). The students can be interviewed in two focus groups by gender which should include a balanced mix of first- and second-year female and male students drawn from across the range of programs/courses offered at the respective FDC (estimate 12 focus groups).
• A list of the current Personal and Protective Equipment (PPE) in place in the partner FDCs.
• A list of the required PPE and other related OHS/OSH items. This list will be informed by the workshop teachers with contributions from other staff and students.
3. Prepare and submit an interim report (see key task 5 for a report guideline, not all sections are expected in the interim report). The interim report will provide an analysis of the data collected and make recommendations for how ESP’s partner FDCs and MoEST can enhance and improve the implementation of OHS/OSH policies, procedures and practices, and the related monitoring and reporting measures.
The interim report will include:
• A summary of the data collected to date and an analysis thereof.
• Proposed OHS/OSH policies, regulations, procedures, practices and signage for FDCs and MoEST.
• A list of the PPE and other OHS/OSH resources currently in place, and additionally required for each of the 12 partner FDCs (separated by the type of workshop or other facility).
• An estimate of the budget required to purchase the necessary PPE items for (a) students and staff in the respective workshops, and (b) for other OHS/OSH items (e.g., first aid kits, signage, etc.).
• A first draft of the proposed OHS/OSH workshop and the resource toolkit outlined in key task 4.
4. Develop resource toolkits and deliver capacity-building workshops to partner FDCs and MoEST with respect to implementing OHS/OSH policies, procedures, and practices, as well as other related items that arise in the scans and situational need assessments. The resource toolkit will include a proposed set of OHS/OSH policies, procedures and practices for the consideration of MoEST and the FDCs, and teaching, learning and assessment resources for staff and students.
Note 1: The workshops will need to be delivered in Kiswahili
Note 2: ESP will cover the costs of travel for the participants and the venue(s).
Note 3: The workshop materials and resource tool kits can be prepared in English. ESP will arrange for the translation to Kiswahili.
5. Prepare and submit a final report. As a guide, the final report should include the following sections:
• Executive Summary
• A summary of the literature and other documents reviewed (with references) and how this review has informed the recommendations.
• A discussion of best practices and current trends in OHS/OSH that might be applicable to FDCs and MoEST.
• A summary of the data collected in the FDC scans and needs assessments of, and the data analysis. Note that the details will be provided in an Annex.
• A discussion of the proposed OHS/OSH policies, procedures and practices for FDCs and the implementation thereof. Note that the full set of documents will be provided in an Annex.
• A summary of the workshop training, the OHS/OSH resource toolkit and participant feedback. Note that the workshop materials and the resource toolkit will be provided in an Annex.
• A summary of the PPE and other OHS/OSH items required for each partner FDC. The full list and costs will be provided in an Annex.
• An estimated budget of the necessary PPE and other OHS/OSH items and to implement the proposed policies, procedures and practices.
• Recommendations and conclusions.
Annexes • An annex with a summary of the data collected and data analysis, and a list of the individuals and/or organizations contacted.
• An annex with the detailed OHS/OSH policies, procedures and practices for the consideration of the FDCs and MoEST.
• An annex with the lists and estimated quantities and costs of PPE and other OHS/OSH items recommended for the partner FDCs as outlined in key task #3. The lists will be organized by partner FDC and its’ associated workshops and other facilities.
• An annex with all the workshop materials, supplementary resources, and resource toolkit as outlined in key task #4.
The report will be the property of CICan and can be shared freely with stakeholders at CICan’s discretion.
1. Timelines and Deliverables 1. Using the list of key tasks as a guide, conduct a literature review, draft a workplan, and draft a survey methodology for completing the activities outlined in Section 1 – Key Tasks. The draft work plan will be submitted to CICan by Monday November 6, 2023.
Note 1 – The literature review is expected to start at the outset of the consultancy.
Note 2 – The survey methodology will include the approach to data collection and data analysis, the interview and focus group questions, and the ethical and consent considerations that will be observed.
2. Feedback on draft workplan and draft survey methodology received from CICan by Monday November 13, 2023.
1. Final workplan, survey methodology and literature review submitted to CICan by Monday November 20, 2023.
4. Submit a first draft of the interim report by Monday January 31, 2024.
A suggested outline for ESP reports provided in Section 1 – Key Task 5. It is not expected that all sections indicated in the guide will be ready in the interim report.
The interim report will contain a proposed plan for developing and delivering the OHS/OSH resource toolkit and the capacity building Train-the-Trainer (ToT) workshops outlined in key task 4.
1. Feedback from CICan on the interim report by Monday February 5, 2024.
6. Develop the OHS/OSH resource toolkits by Monday February 19, 2024 and deliver the capacity building Train-the-Trainer workshop (location and dates to be determined).
1. Submission of first draft of the final report to CICan by Monday March 11, 2024.

1. Submission of regular Consultant / Consultant firm consultancy activity reports, timesheets, and invoices by Friday March 29, 2024.
• Qualifications, Experience and Other Attributes of the Consultancy Firm Qualifications – The consultants used by the Consultancy Firm will have:
• A bachelor’s degree in an area of engineering, the environment, the natural sciences, rural development – or a recognized trades qualification with relevant industry and OHS/OSH experience. Other related areas will be considered. Master’s degree preferred.
• Recognized industry certifications in OHS/OSH such as NEBOSH or similar credentials. These can be internationally awarded certifications.
• Excellent understanding of the principles of Occupational Health and Safety as outlined by the International Labour Organization (ILO).
• Excellent understanding of the Government of Tanzania’s Occupational Health and Safety Act (2003) and the work of the Occupational Safety and Health Agency (OSHA).
• Excellent understanding of industry and employer needs with respect to OHS/OSH policies, procedures and practices.
• Good understanding of the Skills and TVET sector in Tanzania.
• Excellent Information and Communications Technology (ICT) skills to include MS Teams, Zoom, Word, Excel, PowerPoint, Outlook / email.
• Excellent English and Swahili communication skills.
Experience – The Consultancy Firm will have: • 5 years’ experience in implementing projects related to OHS/OSH.
• Experience conducting OHS/OSH capacity-building workshops and developing training materials and resources.
• Experience in working across diverse regions of Tanzania.
Other Preferred Attributes – The Consultancy Firm will ideally be: • Familiar with the intersection between Occupation, Safety and Health and Gender Equality policies, procedures, and practices at the national level in Tanzania.
• Familiar with the policies, regulations, procedures, and practices of the Government of Tanzania generally.
• Familiar with the United Nations’s Sustainable Development Goals.
• Familiar with Canada’s Feminist International Assistance Policy (FIAP), international development cooperation, and working with international organizations.
1. Reporting The Consultant Firm will work under the direction of the Manager, Caribbean and Anglophone Africa, CICan or his designate. The Consultant/Consultant Firm is expected to work with a high degree of independence and autonomy.

Submissions should be limited to 10 pages and include the following documents:
• For Canadian Colleges and Institutes, CICan membership is required. For other Consultancy Firms, submit copies of a formally registered business license or NGO Certificate from the Government of Tanzania, proof of conducting operations in Tanzania for a period of at least 3 years, proof of payment of taxes, and tax clearance for 2 years. These documents can be submitted as an annex and are not counted as part of the 10-page limit. Notarized copies will be required before a contract is awarded.
• Relevant experience and qualifications of the organization including samples of previous work (2 pages maximum).
• CV of the consulting team members that will be responsible for the fulfilling the mandate (2 pages each maximum).
• Proposed workplan and methodology for accomplishing the Key Tasks outlined in Part 1 (4 pages maximum)
