JOB DETAILS:
Tanzania Federation of Co-operatives Ltd; is the national cooperative Umbrella Organization that promotes, serves and coordinates the work of cooperative societies in mainland Tanzania. (Cooperatives are voluntary organizations, open to all persons able to use their services and willing to accept the responsibilities of membership without gender, social, racial, political or religious discrimination. ICA Statement of Identity, 1995). TFC was registered on 8th December, 1994 with Registration Number 5503.
It was incorporated under section 45 of the Co-operative Societies Act. No. 15 of 1991. It has a mandate to unite and promote the prosperity of all registered co-operative societies in Tanzania mainland. TFC replaced the then Cooperative union of Tanzania (CUT) following the adoption of the new policy and enactment of the cooperative Act in 1991 which rescinded the political association of the cooperative movement as a mass organization of the ruling part by then. Therefore, since the Cooperative Act of 1991 stressed on promoting autonomy of Co-operatives and member empowerment, there was a need to have an independent cooperative body, as a result TFC was formed.
Since its establishment TFC has participated in different ways in uniting co-operative societies in the country, thus creating a prosperous environment for them to operate on the basis of Cooperative Principles. TFC has promoted member empowerment and ownership in cooperative societies for the mutual benefits of Co-operators and the Country at large
TFC is an autonomous, non-governmental and non-partisan body that is member owned and managed in the spirit of internationally recognized co-operative principles and values. This notice is issued to announce that we are currently accepting applications for the position of:

Job Summary The Executive secretary serves as chief executive of Tanzania Federation of Cooperatives and, in partnership with the Board, is responsible for the success of Tanzania Federation of Cooperatives Itd. Together, the Board and Executive secretary assures the mission and vision of Tanzania Federation of Cooperatives is achieved.
The Board delegates responsibility for management and day-to-day operations to the Executive secretary, and s/he has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board. The Executive secretary provides direction and enabling to the Board as it carries out its governance functions. .
Accountabilities:
Legal compliance : Assures the filing of all legal and regulatory documents and monitors compliance with relevant laws and regulations.
Mission, policy and planning
• Helps the Board determine Tanzania Federation of Cooperative's values, mission, vision, and short- and long-term goals.
• Helps the Board monitor and evaluate Tanzania Federation of Cooperatives' relevancy to the cooperative community, its effectiveness, and its results.
• Keeps the Board fully informed on the condition of Tanzania Federation of Cooperatives and on all the important factors influencing it.
• Identifies problems and opportunities and addresses them; brings those which are appropriate to the Board and/or its committees; and, facilitates discussion and deliberation.
• Informs the Board and its committees about trends, issues, problems and activities in order to facilitate policy-making. Recommends policy positions.
Management and administration:
• Provides general oversight of all Tanzania Federation of Cooperatives activities, manages the day-to-day operations, and assures a smoothly functioning, efficient organization.
• Assures program quality and organizational stability through development and implementation of standards and controls, systems and procedures, and regular evaluation.
• Assures a work environment that recruits, retains and supports quality staff and volunteers.
• Assures process for selecting, development, motivating, and evaluating staff and volunteers.
• Recommends staffing and financing to the Board members in accordance with Board action, recruits personnel, negotiates professional contracts, and sees that appropriate salary structures are developed and maintained.
• Specifies accountabilities for management personnel (whether paid or volunteer) and evaluates performance regularly.
Governance
• Helps the Board articulate its own role and accountabilities and that of its committees and individual members, and helps evaluate performance regularly.
• Works with the Board Chair to enable the Board to fulfill its governance functions and facilitates the optimum performance by the Board, its committees and individual Board members.
• Works with the Board focus attention on long-range strategic issues.
• Manages the Board's due diligence process to assure timely attention to core issues.
• Works with the Board and committee to get the best thinking and involvement of each Board member and to stimulate each Board member to give his or her best.
• Recommends volunteers to participate in the Board and its committees
Financing
• Promotes programs and services that are produced in a cost effective manner, employing economy while maintaining an acceptable level of quality.
• Oversees the fiscal activities of the organization including budgeting, reporting and audit.
• Works with the Board to ensure financing to support short- and long-term goals.
• Helps guide and enable the Board, its fund development committee(s) and its individual Board members to participate actively in the fund development process.
• Participates actively in identifying, cultivating and soliciting donor prospects.
Public relations
• Acts as an advocate, within the public and private sectors, for issues relevant to Tanzania Federation of Cooperatives, its products and services.
• Listens to clients, volunteers, donors, stakeholders and the community in order to improve services and generate cooperative involvement.
• Assures public awareness of Tanzania Federation of Cooperatives response to cooperative community needs.
• Serves as chief spokesperson for Tanzania Federation of Cooperatives, assuring proper representation of Tanzania Federation of Cooperatives to internal and external community.
• Initiates, develops, and maintains cooperative relationships with key stakeholders
Specific:
• Ensuring effective overall management and supervision of the federation's activities.
• Summoning all meetings of the Federation and the Board in accordance with the established procedures.
• Custodian of the Register of members of the Federation.
• Authorization of payment against a proper receipt from the Federation creditors.
• Preparing annual and performance reports for presentation to the Board and Annual General Meeting.
• Establishing the responsibilities of his immediate subordinates and delegates the necessary authority for them to discharge their duties.
• Making recommendations to the Board for staffing levels required by the Federation and ensures that effective procedures are established for recruitment, training and development of staff at all levels.
• Ensuring that the Federation's activities conform to law.
• Ensuring all Federation's financial transactions are authorized and controlled in accordance with agreed procedures and the proper system of internal controls are maintained.
• Carrying out the functions of the Federation with due diligence. Performing any other duties as may be assigned by the Board and Annual General Meeting.

Qualifications: Holder of Masters Degree in Business administration and first degree in Economics, Business or related field with proven experience in a senior management position for a period not less than five (5) years in the Co-operative Sector
