Finance and Operations Director, USAID Tanzania Malaria Vector Control Activity
Chemonics International Inc. is a US-based international development consulting company that operates in over 100 countries and is dedicated to helping people live healthier, more productive, and more independent lives.
Chemonics International seeks a Finance and Operations Director for the anticipated USAID-funded Malaria Vector Control Activity (MVCA). This activity seeks to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden and moving Tanzania closer to malaria elimination.
The Finance and Operations Director will report to the Chief of Party (COP) and will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance, and procurement support to Chemonics in the execution of this activity. S/he will provide leadership with the development and implementation of effective management systems, and the supervision of project operations and staff. S/he will ensure overall project operations adherence to U.S. government regulations and Chemonics policies. The position is expected to be based full-time in Dar es Salaam, Tanzania for the duration of the activity, and is contingent upon contract award. Responsibilities:
• Oversee overall project operations and finances, and ensure that the most efficient and effective financial control systems and operations processes are in place
• Support the achievement of the overall project goals as required to ensure project performance. 
• Support the COP in developing and implementing key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; and personnel management. 
• Supervise day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting and financial accounting, and IT and information security.
• Ensure compliance of project operations with USAID, Chemonics Washington office, and other required administrative policies and guidelines, as well as with host country requirements. 
• Manage program accounting, country-level financial reporting including drafting all budgets, and manage bank accounts including bank reconciliations. Looks for cost efficiencies and provides financial analysis for project leadership and USAID. 
• Oversees all human resource and personnel management issues and tasks, including recruiting and hiring of local staff, administration of local staff leaves and benefits, local staff care and professional development, and performance management and review.
• Analyze and streamline processes in the field office, provide training and capacity-building to project staff on an ongoing basis on project administration and implementation.
• Oversee operational procurement to ensure compliance with all applicable rules and regulations, and that procurement file documentation is thorough and complete in accordance with Chemonics’ Field Procurement Guide. Establish standards and procedures to ensure that the compliance programs throughout the project are effective and efficient.
• Perform other accounting, financial management, procurement, and administrative tasks consistent with the overall scope of the position and activity. 
Required Qualifications:
• A university degree (bachelor’s or higher) in finance, business administration, accounting, or another related field. Master’s degree in one of these fields is strongly preferred.
• Minimum of seven (7) years of relevant professional experience and demonstrated experience working on USAID or donor-funded contracts with increasing responsibility.
• Advanced Excel skills and demonstrated ability to develop and manage complex budgets.
• Excellent organizational skills and ability to work effectively in a fast-paced environment.
• Knowledge of Tanzania’s operating environment preferred, including registration, taxes, and labor law. 
• Detail-oriented and ability to prioritize tasks and support activity implementation while ensuring adherence to required policies and protocols.
• Demonstrated commitment to ethical and transparent practices and commitment to staff care. 
• Strong interpersonal, representation, and oral and written communication skills. 
• Demonstrated leadership, versatility, and integrity. 
• Fluency in English is required, Swahili is desirable.
