The organisation seeks to recruit the Head of Department - Human Resource for Health with immediate effect. The HOD-Human Resource for Health will be required to take the lead to advocate for policies that influence availability, distribution, retention and performance of health workers.

JOB PURPOSE:
To conduct an advocacy on improving human resource for health at public health facilities. .
JOB SUMMARY
The Head of Department - Human Resource for Health is responsible for supporting effective planning, implementation, and monitoring and assessment of Human Resource for Health of Department activities. S/he will contribute to the development of advocacy plans and activities for the department and work together with the Media and other departments’ staff in the implementation of such. Further, s/he will closely coordinate and liaise with consultants, stakeholders and partners to ensure their support on relevant department activities and timely reporting requirements.
Specific Responsibilities
• Manage the strategic planning, monitoring and evaluation of departmental activities.
• Manage the preparation and submission of the department's annual work plan and budget, periodic narrative progress reports and financial reports, as well as other reports that may be required.
• Participate in all meetings including weekly staff meetings, general staff meetings, and management meetings in which you account for all departmental affairs and support the organization’s strategic and operational management.
• Attend all statutory meetings including weekly staff meetings, general staff meetings, and management meetings
• At any time, assert full compliance with the organizational policy and standard operating procedures to ensure that organizational goals are met.
• Remind staff on policies and procedures at least once every quarter to promote performance and to prevent misconduct.
• In cases of weak compliance, provide reminders and clarify expected behaviour
• Investigate misconduct and hold subordinates accountable for their actions.
• Prevent and manage grievances and apply necessary disciplinary action to promote a conducive work environment.
• Improve the knowledge, skills and abilities of programme staff by supporting the preparation and delivery of capacity building activities.
• Manage the planning; organization, implementation and monitoring of departmental activities to progressively achieve the department’s objectives.
• Participate in the health sector policy dialogue through various partners, networks and working groups.
• Approve financial requisitions and retirements and prudentially manage organization’s funds in your custody.

Education and Experience
• Holder of a Degree/Masters in Public Health
• At least 3-5 years of experience in public health and health policy advocacy
• Knowledge and experience of the role of civil society in promoting good advocacy on health and accountability
• Practical experience in policy and budget analysis is an added value.
• Good communication and negotiation skills, with an aptitude for external representation and networking.
• Excellent Computer skills including Outlook, MS Excel, PowerPoint and SPSS or related analytical software packages.
• Excellent spoken and written communication skills in both English and Swahili.
• Ability to work independently as well as part of a team.
