Job Brief/ Duties and Responsibilities
Job Brief.
The In Country Manager (Business Manager – BM) supports the Project Business Manager and Project Director on all levels of in-country Client and Management reporting. Determined by project need (considering project size, risk, complexity), this position will manage all project services activities to include project controls (cost, planning & scheduling), risk management, estimating, prime contract and subcontracts. As applicable, will also support and manage project finance, facility management, IT, HR, and other business services within the project.

The In Country Manager (BM) will report to the Project Business Manager and Project Director, and functionally to report to the regional VP of Commercial and Business Management.
The In Country Manager (BM) will ensure all groups under management adhere to and follow all HSE requirements of the project in accordance with Worley standards, processes, and expectations.

Role and Responsibilities.
• Act as the In Country project team’s focal point (in support to Project BM) and expert on the prime contract and commercial basis and advise the project team on all contractual matters supported by off-project expertise including legal where necessary.
• To ensure the project team are providing on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
• Coordinate In Country client and Worley financial reporting, cash flow management and forecasting and currency forecasting.
• Oversee change management process and ensures active pursuit of commercial entitlement.
• Assists the Project BM & PD identifying opportunities to extend project work to encompass additional scope.
• In conjunction with Project BM, serves as focal point to embed within the project claim avoidance techniques and ultimately generate and coordinate claims and disputes.
• Highlights issues regarding output of deliverables and ensures all contractual obligations are met, understood, and communicated to the team.
• Provides support to the Project BM and PD to help with ad-hoc reports for internal and external reporting.
• Regularly review In Country project performance against targets for gross margin and cash and identify corrective actions / commercial strategy with the Project BM to maximise Worley margins and deliver to as-sold cash flow position as a minimum.
• Support Project BM in contract notices are issued in accordance with the prime contract and construction contractor and supply chain contracts.
• Coordinate / maintain In Country aspect of Delegations of Authority and the gifts and hospitality register.
• Identify In Country lessons learnt / improvements to prevent / mitigate potential commercial impacts on future projects.
• Manage client In Country audits where project contractual terms and conditions mean this apply.
• Assist the Project BM on commercial matters in the monthly Worley Project Reviews (WPRs).
• Provide oversight and guidance on project In Country financial targets to maximize margins.
• Establish and report performance against client KPI’s, incentive schemes for In Country.
• Monitor that performance is to required schedule and assist BM in developing recovery / mitigation plans for adverse schedule performance.
• Work with the BM to ensure In Country final close-out reports are completed to capture metric information including any client closeout metric information.
• Manage In Country project closeout and archive as per contractual terms and conditions and Worley procedures.
• Support Project BM within Country project contractual obligations and coordinate with legal when interpreting commercial compliance and liabilities.
• Liaise with respective departments to ensure contractual certificates are obtained and are valid to include required letters of credit, insurance liability certificates, tax certificates and confidentiality agreements.
• Ensure all necessary insurances, guarantees and licenses are in place for in country as per the master contract terms and conditions.
• Management, coordination, and relationship management of In Country partners and subcontractors.
• Work with finance to facilitate reviewing In Country invoices, minimize past due and unbilled amounts while addressing contractual issues and resolving billing disputes in coordination with the PD and legal.
• Ensure all In Country project contractual/financial instruments are established and closed out as per contractual obligations including for example, currency hedging, bonds, parent company guarantees.
• Serves as focal point for In Country office needs to include management of space allocation and IT requirements for the project for both Worley and Client.
• Liaison with global mobility and HR to obtain visas, work permits and security clearances, assignment conditions etc. for In Country work.
• Assist with logistical issues of offices and infrastructure in a new country or at construction sites.
• To ensure the project team are providing on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
• Work within a multi-cultural business framework and provide ethical and compliant support
• Mentor exemplary behavior regarding HSE, Ethics and Company “Code of Conduct” policy.

Qualifications / Experience Required
• Professional Qualification / Degree within one or more of commercial management, prime contract management, project controls, contracts/supply chain or project management.
• A minimum of 10 years demonstrated project experience directly associated with the above.

Required Competencies.
• Competency and proven experience within Worley or equivalent proprietary management systems and associated desktop applications for project delivery
• Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office; Word, Excel, PowerPoint, Visio
• Comprehensive understanding of business management and projects, including execution methods and associated functional support.
• A high focus on identifying and meeting the key business / project deliverables and objectives.
• Demonstrated knowledge of compliance, risk controls and HSE requirements.
• Demonstrated communication skills including the ability to articulate concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
• Previous experience working with multicultural teams and reporting their performance.
• Staff management experience (knowledge of mentoring and motivation techniques)
• Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities
