Oxford Policy Management (OPM) is seeking a dynamic, talented and highly motivated technical specialist to join its Inclusive Education hub as a consultant. This is a permanent role, located in Tanzania, working out of OPM’s Dar es Salam office. This role will involve occasional international travel (as required) by project.

OPM’s Inclusive Education hub is one of the five hubs operating under the global Education Practice. It aims to support policy makers and stakeholders in strengthening education systems and learning environments to allow fair, sustainable and equal opportunities for quality education of all children, and especially the most hard-to reach and marginalised children and youth. We do this by providing high-quality, responsive, impact-oriented, and contextually relevant policy research, technical assistance and consulting services to governments and their development partners.
This role will focus on the management and technical delivery of consultancy projects in the area of inclusive education, support the acquisition of new business, and facilitate delivery against strategic priorities of the Inclusive Education hub. Specific specialisms will include your involvement in several of the following areas: gender and girls’ education, disability inclusion, education in emergencies, inequalities and marginalisation, child safety and violence in schools, and climate education. The successful candidate will report to the Inclusive Education hub Lead.
We are looking for someone who is proactive, self-driven and eager to contribute to (and, in some cases, lead on) the technical delivery of education consultancy projects, including project management, acquisition and sharing technical learning across various types of projects in the area of inclusive education. A key aspect of your success will be your strong grounding in research methods (quantitative, qualitative and mixed methods), and your knowledge and expertise working on education policy in Tanzania, and the wider East African region. Establishing and managing relationships with multiple clients and building work with new clients will be an important part of this role.
Day-to-Day Responsibilities (not exhaustive):
Technical Contributions: Deliver high-quality project work, including designing education studies, developing data tools, analysing education data, and creating impactful reports.
Project Management: Oversee education projects to ensure they meet goals, timelines, and budgets.
Business Development: Manage tenders, identify new opportunities, and foster relationships with clients and education networks.
Strategy Development: Support the Inclusive Education Hub strategy with internal and external initiatives.
External Influencing: Represent OPM in policy discussions, presentations, roundtables, and meetings.
Skills and Experience (Essential):
Qualification: Post-graduate degree in education, development studies, statistics, economics, or similar.
Relevant Experience: At least 5 years in development consulting/research related to inclusive education.
Inclusive Education Expertise: Proven expertise in areas like disability inclusion, girls' education, and child safety.
Analytical Skills: Strong background in education data analysis and research methods; familiarity with Stata, NVivo, or SPSS.
Business Development: Experience in technical and financial proposals, with knowledge of key funders and trends in East African education. (e.g. FCDO, USAID, UN, EU, Foundations)
Communication: Excellent written and verbal skills to convey complex issues clearly.
Behavioural Skills: Motivated, detail-oriented, adaptable, and collaborative.
Language: Proficiency in English and, preferably, Swahili.
Right to Work: Must have work authorization for Tanzania before applying.
Desirable characteristics:
The following criterion would be advantageous but not essential:
• Experience in leading education projects or workstreams within projects outside of Tanzania working with diverse clients (FCDO, UN, USAID, EU);
• Experience of directly working with senior donor and government counterparts in delivering technical work
• Demonstrated project and people management experience, within a consulting environment
• Experience in managing budgets and financial management of projects
