KEY DUTIES AND RESPONSIBILITIES
IR Advisor delivers the following
Labour Management (LM1) Construction Management Team Training
• Intensive Labour Management (LM1) training to understand & support IR requirements.
• Training covers recruitment & labour management (incl demobilization), Worker grievance management, Workers Committees, Worker Feedback mechanisms (site) and develop a Labour Management (LM1) IR Performance Commitment Charter, in addition to COMPANY policies including EACOP Human Rights, Gender and Social Inclusion Policy and respect for Project Affected Communities.
Labour Management (LM2): Construction Lot, Site Manager & HRIR Team Training
• Focused Labour Management (LM2) site-based training to raise awareness of requirements at site construction management level and build capacity of Labour Management (LM2) HRIR resources.
• Training covers worker grievance process, Labour/working conditions investigations, Disciplinary process, Demobilization planning and delivery, Supervisory Training, Performance Management Training, and Sub-Contractor management training.
• Intensive training to address Labour Management (LM1) worksite culture.
Labour Management (LM3): Labour, Camp Management & Workforce Welfare Approach
• Delivering Camp Management / Camp Operations & associated training plans, aligned with
• Delivering Worker Welfare Plan (with H3SE) Labour Management Plan (LMP).
• Intensive training to address Labour Management (LM1) worksite culture issues.
Labour Management (LM4): Camp Management Training at MCPYs
• Drive delivery of Camp management training (Labour Management (LM1) and Camp Operations Sub-Contractors).
• Intensive training and capacity build on camp management implementation.
After completion of the work packages above, Labour Management (LM1) is responsible for a period of self-implementation and routine assurance by the EACOP Project. After this period, the IRA will return to the site at a timeframe agreed with EACOP to complete a follow-up performance assessment and gap analysis to provide performance improvement guidance to Labour Management (LM1) & undertake additional training and capacity building based on the outcomes of the performance assessment.
Detailed Activities
• Drive completion of Labour Management (LM1) IR Management System (IRMS) including plans, procedures, monitoring and inspection checklists, mandatory training, training and induction material, plan, and procedure implementation (manual/guidelines to field implementation teams), IR risk assessments, and monitoring & reporting elements to EACOP requirements.
• Prepare and deliver EACOP approved:
• Intensive training on the Project IR (incl. camp operations) requirements to the Labour Management (LM1) management & construction leadership.
• Training on Labour Management (LM1)’s approved IRMS plans and procedures, including implementation requirements to Labour Management (LM1) construction leadership, Lot, and Site managers & supervisors.
• Training & capacity building for Labour Management (LM1) HRIR resources to improve implementation performance.
• Intensive worker grievance, cultural diversity, sensitization training at the site level to establish the required workforce feedback & issues management.
• Drive correct Labour Management (LM1) IRMS implementation at Site, Lot, and leadership level through persistent and detailed verification of planning, implementation, verification & reporting, including Labour Management (LM1)’s sub-contractor management.
• Drive worker grievance reporting, recording, investigation, and implementation of the Labour Management (LM1) disciplinary procedure, tracking to closure implementation of corrective actions arising to embed good practice.
• Complement and work alongside Project IR assurance activities.
• Guide Labour Management (LM1) training of sub-contractors on IR requirements.
• Guide Labour Management (LM1) on responses to non-conformances and observations arising from routine and non-routine monitoring efforts.
• Drive good practice in management of registers, action trackers, and KPI monitoring to develop accurate and timely reporting to EACOP.
MANDATORY REQUIRENMENTS
Position Requirement
• Minimum 15-years IR risk and impact management and implementation experience on extractive industry externally financed projects & GIIP including IFC Performance Standard 2.
• Extensive labour / employment law, working conditions, camp, and IR management experience.
• Extensive experience guiding Contractor IR performance across a diverse workforce.
• Extensive experience engaging Project and Contractor leadership.
• Well-developed team-working skills, especially in multi-discipline and multi-cultural teams.
• Organizational development, IR training and capacity

• Very good capability to communicate, negotiate and interact with others.
