Activities
Ensures Contractor and sub-contractors comply with Project Industrial Relations (IR) policies/ standards/ guidelines and national laws/ regulations.
Acts as the primary Project interface for all IR implementation protocols (IR risk assessments, IR readiness reviews, monitoring, reporting, and training).
Establish worker engagement mechanisms and resolution of issues raised.
Primary interface between Contractor and worker forum/ committee or mechanism for collective agreements and represents Project in such negotiations if / where applicable.
Ensure completion of necessary statutory notifications as per legislation.
Inform Project (i.e., Local and National Content Teams) of all Contractor activities pertaining to job opportunities, recruitment, conditions of employment, wage increases, incentive / bonus initiatives and payments, employment contracts, demobilisation or retrenchment or redeployment of the workforce, and any IR changes affecting the workforce.
Oversee management of all IR policies and procedures including recruitment and selection, wages and payroll management including deductions for NSSF and other worker contribution initiatives, employment conditions, contracts of employment, worker grievances, disciplinary action, and code of conduct.
Support alignment with and integration of additional measures required on CLIENT’S to support human rights performance, i.e., implementation of the TotalEnergies Workers Voice Tool.
Oversee workforce planning and recruitment priorities and selection activities, align, and collaborate with Project National and Local Content teams to ensure alignment with Contractor National / Local Content Plan commitments
Manage IR disciplinary procedures.
Plan and oversee Contractor workforce demobilisation procedures (worker education, planning, risk assessment and management, worker and statutory notification, payment of wages and entitlements, document completion or worker employment duration).
Manage and resolve industrial action incidents and provide IR incident reporting to Project.
Ensure all IR Supervisors understand their obligations relating to IR and receive training on all IR policies and procedures; monitoring and reporting responsibilities.
Report, investigate and implement correction and/ or preventative actions resulting from IR incidents.
Ensure Contractor and sub-contractor and where relevant, supply chain partner monitoring is conducted according to IRMS requirements.
Manage resolution of IR related non-conformances and field observations arising from routine and non-routine monitoring efforts.
Provide monitoring reports to Project for verification and tracking purpose, illustrate findings and outputs of monitoring efforts into IR Performance Dashboard and reports.
Ensure all workers complete relevant mandatory IR training.
Analyse statistical data and reports to identify and determine IR risk areas and develop recommendations for continuous improvement.
Act as Project Representative
Adopt and demonstrate exemplary behaviour with regard H3SE and Zero Harm safety culture.
Adopt and demonstrate exemplary behaviour with regard to Ethics and project “code of conduct” policy
Present Project IR performance to partners, authorities, and relevant internal and external stakeholders
To carry out any other duties or tasks that may be required by the position.
Context and environment
The CLIENT’S project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty.
150km of feeder lines from Upstream facilities will tie-in to the CLIENT’S project.
The CLIENT’S Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region.
The project overall tonnage is estimated at 500,000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop CLIENT’S in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
The Dar es Salaam-based position is a 8×2 rotation involving routine travel to Uganda and Tanzania work sites.
Accountabilities
Responsible for Project Industrial Relations Management System (IRMS) implementation, assure Contractor IRMS implementation to Project requirements, and guide Contractor establishment and maintenance of a health IR environment for the workforce.
During construction, manage a team or Industrial Relations Supervisors responsible for routine monitoring and reporting on Contractor IR performance, camp operations monitoring, the construction contractors’ social activities, to ensure compliance with Project regulatory framework.
Qualifications and experience required
Essential:
Minimum 15-years IR professional experience on externally financed projects / within the extractives industry.
Extensive experience in all aspects of IR management, including labour management and employment law, working conditions, and worker welfare involving a national and international workforce
Extensive experience guiding Contractor IR performance across a diverse workforce comprising unskilled, semiskilled, technical, and management/ professional workers and a broad supply chain.
Experience with implementing international and extractive industry good practice for Industrial Relations, International Labour Organisation, and the UN Declaration on Human Rights.
Extensive and proven experience engaging construction Contractor leadership.
A strong communication, networking, collaboration, and well-developed team-working skills, especially in multidiscipline and multi-cultural teams.
Excellent teamwork & skills being able to work with the various sub-teams to resolve issues and reach decisions that are in the best interests of the integrated project team.
Human rights awareness and industry good practice expectations, elevating awareness of and contributing to zero tolerance towards discrimination, harassment, corruption.
Organizational development and capacity building experience.
Strong public speaking and communications skills, advanced written and spoken English.
Concise report writing and ability to use MS Office (word, excel, Outlook, Power point) competently.
Staff management experience (knowledge transfer).
Ability to travel as and when required.
Analytical and problem-solving skills
High level of safety awareness.
Desirable:
Work experience in Tanzania and Uganda is preferable.
An ‘Incident Free’ mind-set and commitment to the Project Zero Harm safety culture.
Championing Project Code of Conduct, and Project Compliance.
Awareness of H3SE and QA/QC expectations for delivering onshore oil & gas capital projects.
Awareness of how all elements of the project scope integrate and interface with each other and are managed to successfully deliver the project – from construction, through commissioning and handover to operations.
An ability to work effectively in a diverse, multidisciplinary team environment, including Interface management experience, within facilities, and across other functions
Strong Team Building, Development and Mentoring skills.
