Job Description
The Influencing Communications Officer will support the implementation of the influencing strategy that is core to the systems strengthening aims of Shule Bora. S/he will work closely with the Impact and Learning lead together with Senior Leadership Team (SLT), regional teams and technical leads to help use communications to influence changes in policy in practice to better support children’s education and implement excellent knowledge management practices for Shule Bora.

The Influencing Communications Officer will:
• Support the development and implementation of Shule Bora’s influencing strategy, including maping and better understanding key stakeholders and sudiences and helping to identify opportunities to use communications to advance Shule Bora’s strategic objectives by influencing changes in policy and practice for better and more inclusive educational opportunities.
• Support the drafting, designing and production of communications documents and publications, working with colleagues and external suppliers where necessary.
• Support the identification and creation of dissemination and engagement opportunities (events and processes) where communication products can be used to influence key stakeholders in line with programme objectives.
• Support the collection and quality assurance of case study stories, digital images and other communications content generated by the team, particularly from the LGAs, in line with influencing priorities and agreed communication products.
• Support the coordination of Shule Bora influencing communications activities with PO-RALG, MOEST (Ministry of Education Science and Technology) and other government agencies where appropriate.
• Support to deliver Shule Bora’s campaigns, behaviour change messages and materials.
• Deliver Shule Bora’s visual identity ensuring that presentations and publications are in line with the Client and Company visibility and branding requirements.
• Support the management of information and knowledge products generated across the program and staff through SharePoint, Yammer and other means
• Ensure social media presence is kept up to date and engaging in line with influencing objectives.
• Support media relations where this aligns to the influencing strategy

Candidate Specification
• Must be a Tanzanian
• Must have degree or equivalent in communications, public relations, marketing or related subject.
• Be able to use MS packages, particularly Word, Excel, PowerPoint, Teams, SharePoint
• Ideally have experience working with Government of Tanzania
• Proactive problem-solver and creative thinker
• Proactive independent worker and also effective team player
• Willingness to learn, grow and be tested in new scenarios
• Good timekeeping and communications skills
• Demonstrate level of creativity to reach and engage in new and culturally appropriate ways, using mixed media, animation, and graphics.
• Fluent in spoken and written English

Project Description
Shule Bora is a UK aid-funded government-led education support programme. It supports the delivery of the EPforR II process nationally and also works in nine regions of Tanzania with technical assistance from Cambridge Education in partnership with ADD International, International Rescue Committee and Plan International.

The programme aims to improve the quality of pre-primary and primary schools in Tanzania. There are four main outcomes: improving learning outcomes for all children, improving transition rates to secondary schools for girls, ensuring children are safe in and around schools, and helping children with disabilities access quality education.

The programme:
1. works with Ministry of Education, Science and Technology (MOEST) and the President’s Office Regional Administration and Local Government (PO-RALG) to test, adapt and implement at scale quality, gender-transformative, disability-inclusive and safe to learn education approaches in 9 regions, generating learning and evidence on how to achieve these outcomes affordably and at scale.
2. supports GoT with the timely and effective implementation of the PforR mechanism through technical assistance and capacity building, with a strong focus on data verification, financial management and risk management. Support lesson learning processes from PforR so that these can be embedded into government processes and shared with development partners and other key stakeholders. Ensure that lessons and best practice from (1) are used to inform PfR mechanism.
3. manages and coordinates programme activities, with a strong focus on (i) ensuring a high quality programme, financial and risk management oversight, (ii) working with an independent Learning and Evidence (L&E) provider on establishing regular, rigorous and community-driven monitoring and evaluation activities, and (iii) developing and implementing a strategy for effective communication of Shule Bora objectives, results, and lessons learned to a range of target audiences.
