JOB DETAILS:
Duties and Responsibilities
• Under the overall supervision of the UN Women’s Economic Empowerment (WEE) Programme Specialist, the international consultant will undertake the following tasks and deliverables in collaboration with, the Prime Minister’s office, Ministry of Gender for Tanzania Mainland, Ministry of Gender Zanzibar, relevant government MDAs and selected local government Authorities.
Overall Objective:
• The overall objective of this assignment is to assess and identify opportunities to engender the care policy framework and care giving services at the national and local level in Tanzania.
Specific Activities:
1. Submission of Inception Report including an outline of the approach, tools to be deployed and stakeholder engagement processes, and a work plan
2. Desk Review of policies pertaining to unpaid care and domestic in Tanzania (Mainland and Zanzibar)
3. Field visit to care facilities and conduct interviews and focus group discussions with beneficiaries including policy makers, households, service providers at the central and local levels
4. First Draft report of Gender Analysis from field findings, existing care policies and regulatory frameworks , interventions in various care sectors and defining gap or opportunities for gender responsive care strategies in Tanzania
5. Validation meeting based on first draft report and UN Women comments
6. Final Draft report of Gender Analysis from field findings, existing care policies and regulatory frameworks , interventions in various care sectors and defining gap or opportunities for gender responsive care strategies in Tanzania
7. Develop two policy briefs with recommendations on opportunities and approaches to address the 5Rs of care in the formal and informal sector at the central and local government level in Tanzania
8. Dissemination/Presentation of the findings and recommendations to the Ministry of Gender (Mainland, Zanzibar) PMO, PORALG, UN Agencies, CSOs and Private Sectors in a 1- day workshop.

Required Skills and Experience
Education
-At least a master’s degree in, economics, development studies, and/or gender studies;
-A PhD is considered as an asset.
Experience:
• A minimum of 7 years of demonstrated professional experience in economic research;
• Previous experience in conducting analysis on the care sectors;
• Experience in conducting gender analysis in different areas and preferably in the area of women’s economic empowerment and unpaid care work;
• Excellent technical/quantitative skills;
• Experience in designing policy recommendations in the areas of public investment, employment, fiscal policy, etc;
• Experience in job/s requiring the ability to absorb, analyze and systematize a large amount of complex information within tight deadlines;
• Previous experience working with international organizations;
• Substantive knowledge and understanding of gender equality and women’s economic empowerment issues in the care sectors;
• Excellent analytical, writing, advocacy, presentation, and communications skills are required;
• Work experience in Tanzania is an asset;
• Excellent oral presentation and writing skills.

• Excellent command of English, both written and spoken is required. Fluency in Swahili is an
