The Environmental Management Expert will be responsible for overseeing all environmental, social and climate-related aspects of the programme including climate resilience monitoring and disclosure of environmental and social safeguards documents as required by GoT/ RGZ and IFAD’s safeguards procedures. I he successful candidate will be stationed in Dodoma but he/she will travel extensively within the project area as may be required. Fle/she will sign a two (2)year Contract of Employment with the initial six months on probation. 1 he contract will remain in force but renewable annually based on satisfactory annual performance. Fle/she will be answerable to the Project Coordinator. I he expert will be responsible for the following duties and responsibilities:
1. Work closely with the implementing agencies (ASA, IARI, 10SCI, ADC, TAFICO, ZAFICO) to ensure the mainstreaming of environment, climate and safeguards considerations across AFDP interventions.
2. Flave overall responsibility for the development, implementation and monitoring of compliance with safeguards requirements, especially in light of the project’s category A
3. Review ESIAs and Programme Briefs/ESMPs prepared for individual Programme interventions to ensure GO I /RGZ and IFAD requirements are well addressed, prior to submission to NEMC and ZEMA.
4. Develop and nurture a close working relationship with NEMC towards ensuring the safeguards related technical support is provided to the project.
5. Work closely with the project coordinator and component leads as well as other thematic staff to deliver on the environment, climate and social mainstreaming aspects of the project.

8. build partnerships with relevant institutions in the country and provide technical support towards initiatives likely to generate climate financing for the project, e.g. from the Global Environment Facility

Work with multi-disciplinary team of Programme implementors, and other experts to support environmentally sustainable crop seed development and fisheries activities which will bring the intended benefits to small scale producers, aquafarmers, artisanal fishers, seaweed smallholder farmers and deep-sea fishers.
10. Establish a Programme level environmental and social management system.
11. Ensure that the processes and procedures stipulated in the ESMF are followed by implementing agencies and that activities in the exclusion list are not funded.
12. Ensure that AFDP activities are in compliance with GO 1 /RGZ environmental, social and climate-related policies, Acts and regulations as well as IFAD’s safeguards
13. Develop topic-specific environmental and social management plans which can be easily adapted for each Programme intervention, as required by GoT/RGZ and/or
14. Disclose environmental and social safeguards documents as required by SECAP and GOT/RGZ.
15. Oversee environmental, social, and climate resilience performance monitoring and carry out Programme environmental, social and climate results monitoring.
16. Supervise the annual internal review process to assess the overall performance, outcomes, and impacts of the Programme in respect of environmental, social and climate aspects.
17. Monitor all grievances reported from the various Programme activities, and receive notification of, and documentation relating to the verification, investigation, resolution and communication with complainant.
18. Ensure sufficient stakeholder engagement is done during implementation.
19. Ensure sufficient budgets are allocated to environment, climate and safeguards interventions and that they are reflected in the annual work plans and budgets
20. Work in close collaboration with other PCU officers and national agencies to facilitate and mainstream environmental management into AFDP activities;

Support the Programme Coordinator in communications and compilation of knowledge in sustainable crop seed development and fisheries activities, facilitating workshops and reaching out to experts and other organisations engaged in crop seed development and fisheries in Programme regions to share experiences and knowledge.

Academic qualifications and other requirements for the Position:
Minimum Requirements:

• BSc in Environmental Science and Management, Environmental Engineering or any related field,
• Master’s Degree in Environmental Sciences; Natural Resource Management and NRM or any related field, is an added advantage,
• At least five (b) years of relevant and progressive experience at community, national or international level in providing environmental management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing interrelationships among international organizations and national governments,
• At least f ive(b)years of full-time and documented experience in similar assignments, with broad knowledge of environmental conservation and management, including in the area of solid waste management and similar;
• Extensive experience in environment, social and climate safeguards and in mainstreaming environmental, climate and social considerations in the project cycle
• Be registered with NEMC or ZEMA or an international environmental body and demonstrated knowledge of the regulatory body’s (NEMC) compliance procedures will be an advantage.

Other Requirements:
• Sound knowledge of policy and regulatory frameworks for environmental, climate assessments and natural resource management in the agricultural/Fisheries context of
• Demonstrated capacity to develop environmental and social management plans, execute safeguards, prescribe solutions to natural resource management problems, manage budgets and programs, as well as prepare reports;
• NEMC certification or accreditation will be an added Excellent skills in written and spoken English and good computer skills, knowledge of local languages such as Swahili will be an added advantage;

I he PCU will oversee nutrition interventions through a nutrition and gender expert and work closely with District Community Development/
Nutrition Officers who will inform the design of nutrition interventions with their knowledge of the current nutrition initiatives, local customs, practices and challenges. I he programme will support design and rollout of training of trainers in nutrition to raise group mentors targeting women and youth in each district of the programme area. Ihe Work station will be at Dodoma but he/she will travel extensively within the project area as may be required. Fle/she will be answerable to the Project Coordinator for the following duties and responsibilities
1. I he Nutrition, Gender and Youth Specialist will in close liaison with other PMU staff, coordinate all the nutrition, gender, youth and social inclusion including focus on minority groups and persons with disability related activity of the project including preparation of a gender, social and nutrition inclusion strategy and action plan to be implemented at County/Sub-county level, including working in close collaboration with community development specialist to ensure community mobilization/sensitization activities are organized in order to capture women and youth groups; ensuring affirmative actions are undertaken for their participation
2. Responsible for the implementation of the AFDP Gender empowerment, Youth, Nutrition and Social Inclusion Strategy in project interventions to ensure results for gender mainstreaming, youth and nutrition are achieved and on track.
3. Develop a strategy for awareness creation and capacity building on gender equality and nutrition, participation of women, men, youth and vulnerable groups in project-supported activities;

In collaboration with the project M&E specialist, ensure adequate data collection on nutrition, gender and youth indicators and entry in the Project’s M&E database; ensure that nutrition, gender and youth indicators are tracked and reported on a regular basis (along with other project reporting schedules);

7. Work to sensitize all project and partners that project outcomes should be achieved with respect for the principle of gender equity and women’s empowerment;
8. Identify any capacity gap from project implementers that limit achievements of gender and nutrition related objectives and propose practical solutions to address the gap;
9. Review project implementation processes and outputs to provide feedback, quality assurance and advise project teams on corrective interventions with respect to gender equality, women’s empowerment, youth and nutrition mainstreaming.
10. Review annual project plans and monitor budgets to ensure that adequate attention is paid (and resources allocated) to support practical and strategic support to women and youth, nutrition initiatives and to influence the wider policy/decision-making community to protect and promote equity and nutrition mainstreaming
11. Ensure that communication materials promote gender equality, youth inclusion and nutrition knowledge and education, review existing training materials and evaluate whether additional information shall be included for specific sectors/issues. Ensure that the materials the project develops are gender sensitive in their language and image;
12. Ensure that gender transformative and nutrition education and awareness, trainings and refresher courses are held for all staff at all levels. Be available for support in related trainings/workshops preparation and follow up;
13. Provide support where necessary for the successful execution of stakeholder engagement and information gathering sessions on gender, youth and nutrition issues including linkages with women, youth and nutrition networks.
14. Conduct and organize capacity strengthening activities for all the project staff and other relevant partners based on gender, nutrition and SI gaps identified;
15. Ensure that the project implementation teams (at all levels) are sensitized to gender, youth, nutrition and diversity issues that they should expect and explore in their interaction with the community through regular trainings and sensitization programmes;
16. Interacting with communities to gain better understanding of women’s, youth and nutrition issues, perceptions and guiding implementers in approaches to better integrating women, youth into project activities;
17. Monitor participation of women and youth in community development activities and decision-making processes and making recommendation to improve processes;
18. Support the documentation of best practices and lessons learned for in-country and global dissemination;
19. Support preparation, implementation and monitoring of the gender, youth and nutrition action plans and related activities;
20. Any other duty (related to the Programme’s activities) as may be assigned by the Programme Coordinator.

Academic qualifications and other requirements for the Position:
Minimum Requirements:

• BSc in Nutrition, Flome Economics and Nutrition or related field to Rural Development/Community Development/Gender/Nutrition/Social Inclusion
• Master’s Degree in Social Sciences, or related field to Community Development/Rural Development/Gender/Nutrition/Social Inclusion is an added advantage
• Minimum of five (5) years’ experience in Community Development and applied nutrition and gender mainstreaming at project or institutional level;
• Minimum of five (b) years’ experience with youth targeting in agriculture/fisheries-based rural development programmes.

Other Requirements:
• Must have practical work experience in agriculture/fisheries projects in I anzania or the region at least b years in nutrition/gender/social inclusion;
• Must be familiar with Ianzania’s diverse agro-ecological zones including the their different agricultural and fisheries systems and development needs;
• Experience in training, capacity building, knowledge of PRA techniques
• Fluent in English (written and spoken) knowledge of local languages such as Swahili will be an added advantage
• Excellent communication skills and proven writing ability;
• High level of computer proficiency in Microsoft Office Suite.
