Division Summary:
The Global Health Division (GHD) works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Health Preparedness; Noncommunicable Diseases: Heath Systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs.
Project Description:
RTI International’s Global Health Division is currently accepting applications for a MERLA Director for the USAID-funded Tanzania Malaria Vector Control Activity (MVCA). Under this Activity, USAID | Tanzania will support the Government of Tanzania in its vector control programming, specifically the distribution of long-lasting insecticidal nets, social behavior change communication, entomological surveillance and operational research. The Activity will also seek to improve private sector engagement and strengthening the existing linkages between district and community platforms to ensure the population at risk of malaria is protected against malaria by effective vector control interventions.
Position Description:
The MERLA Director will be responsible for the development, oversight and management of the MVCA MERLA system and approaches, as well as play a lead role in communicating about MVCA programmatic milestones, achievements and learnings. The position will be based in Dar es Salaam, Tanzania.
This position is contingent upon award and funding.
Responsibilities
Your primary responsibilities will include but not be limited to:
• Lead the establishment, oversight, and management of MVCA’s MERLA systems and approaches, including developing and managing the Activity’s relevant performance indicators, baselines, and annual targets, as well as ensures compliance to USAID and PMI contractual / performance requirements.
• Develop the MVCA learning and research agenda, and oversee its successful execution.
• the collection, analysis, and reporting on performance data/indicators by other MVCA team members and MVCA counterparts, preparing data tabulations, reports, and presentations to support various MVCA activities.
• Support the preparation of monthly, quarterly and annual progress reports on the status of MVCA implementation; contribute to other Activity reports such as annual work plans.
• Regularly review and update the MVCA Monitoring, Evaluation and Learning Plan.
• Work closely with MVCA Chief of Party and team members to ensure effective use of resources.  
• Directly supervises MVCA MERLA support team members.  
Qualifications
• Master’s Degree in public health, demography, epidemiology, biostatistics, or a related field.
• Seven years’ experience in monitoring, evaluation, learning and research related to large-scale and complex health development programs.
• Excellent knowledge of data collection protocols for quality data collection, verification, analysis, and use.
• Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on Activity planning, implementation, and monitoring.
• Demonstrated experience and familiarity with epidemiological and behavioral surveillance surveys, data sampling and research methodologies, quantitative and qualitative research methods, data analysis, and establishment of MERLA systems and approaches.
• Excellent track record of accurate and timely reporting to donor agencies, partners, and other stakeholders.  
• Strong knowledge of USAID M&E reporting procedures.
• Demonstrated experience leading, managing, supervising, and building the capacity of MERLA staff in a decentralized setting.
• Demonstrated track record in disseminating programmatic and research outcomes and findings at national and international conferences, as well as in the peer-reviewed published literature.
• Proficiency in Microsoft Office Suite and advanced statistical packages.  
• Strong interpersonal, written, and oral presentation communication skills.  
• Fluency in Swahili; English written and oral communication skills. 
• Willingness and ability to travel frequently within Tanzania.
