JOB DETAILS:
POSITION IN THE ORGANIZATION:
• Reports to: Terminal Manager (N+1) & Field Manager Tanzania (N+2)
• Location: MST Tanga
MISSION AND JOB DIMENSION:
• Rotation: 2 people for one position working 4 weeks on / 4 weeks off (12 hours/day)
• Start-up Lead for Marine Storage Terminal (MST) and Load Out Facility (LOF)
• Operating Manuals: facility description updates and operating procedures development with EACOP Project Commissioning team assistance
• Assists the Terminal Manager with the management of the MST and LOF Production Operations team and other operational activities within Operating Perimeter 4.
• Carry out the role of Operating Authority for all activities in Operating Perimeter 4 (MST, LOF, PRS-1 and PRS-2)
• Temporarily replaces the Carry out the role of Designated Site Authority (DSA) in place of Terminal Manager when required.
• Ensures the operation/processing/storage of crude oil.
• Ensures the loading activities in collaboration with the Loading Master.
ACTIVITIES:
In accordance with policies and procedures in place in EACOP, The Production Superintendent is responsible for:
• Organizing and coordinating the operations within the perimeter for operators.
• Achieves the treatment objectives by guaranteeing the safety of people, the environment and property.
• Updating the procedures for shutdown, start-up, and release of facilities.
• Supervising safety system inhibition operations, monitoring of readings and periodic tests.
• Enforcing the adjustments imposed by the operating instructions.
• Assists the Terminal Manager to coordinate the daily operations meeting and prepare site activities in collaboration with the Maintenance team.
• Initiating pre-diagnosis of malfunctions and making proposals to improve safety conditions in terminal operations.
• Issuing daily operating instructions in accordance with the program's objectives and the instructions given to him/her by the Maintenance Superintendent.
• Validating the procedures for making equipment and installations available.
• Validating the personnel schedule in accordance with EACOP rules and the specific site rules
• Prepares or arranges for the preparation of Work Permits as Operational Authority
• Preparing programmed shutdowns of installations by drafting procedures and prepare operations.
• Preparation of draft Daily Site Operations report for Operating Perimeter 4
During Construction Phase: Core activities:
• Becoming familiar with the project documentation (Safety concept, Operating philosophy, Operating Manual, Cause-and-effect diagrams, etc.).
• Updating the operating manual and start-up procedures (as Terminal SU-Lead).
• Attending commissioning activities to identify the main site equipment and ensuring their full availability.
• Lists, checks and then orders in agreement with the Terminal Manager the equipment necessary for start-up.
• Assists the DSA in setting up the procedures necessary for the proper functioning of the site (work permit, isolation, access to the LOF and the storage tank area, internal rules).
(During Commissioning / Start-up Phase):
• Attending commissioning activities to identify the main site equipment and ensuring their full availability.
• To supervise the implementation of the initial start-up procedures
• To supervise the monitoring of all the installation parameters at all stages of the start-up phase to ensure the safe ramp-up of crude oil export / transportation.
• To ensure the punch list clearance action plan is issued and validated.
• To ensure the start-up risk assessment is carried out and results considered in implementation of the start-up procedures.
• To prepare requisition for equipment, instruments, special tools for operations personnel
• To ensure formal hand-over of systems from Project to EACOP Field Operations as Terminal Start-Up Lead
• To carry out the performance tests as per contract under safe conditions
CONTEXT AND ENVIRONMENT:
• The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
• The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
• The field-based positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8x2 rotation, 6 workdays per week, 10-hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.

QUALIFICATIONS AND EXPERIENCES REQUIRED:
Academic Qualifications:
• Bachelor’s degree in engineering (chemical, petroleum, industrial, mechanical) with 10 years of experience in oil and gas industry.
Experience Required:
• Main qualities required for the position: dynamism, autonomous, ability to communicate/convince, rigor, critical and analytical mind.
• Good level in English recommended.
• Pedagogic, coordination and communication skills.
• Knowledge of the equipment and processes used in the operation of petroleum facilities in Exploration and Production.
• Previous site experience as a superintendent or senior operations supervisor
