In Tanzania, TNC implements an Oceans Strategy that supports the country’s fisheries sector by securing large-scale ocean protection through effective marine spatial planning, sustainable fisheries, and community-led conservation approaches. Our work seeks to establish sustainable financing to enable conservation outcomes at large marine ecosystem scale, support policy and regulatory frameworks, and build local capacity to enhance coastal and marine habitat protection, restoration and management. We do so through partnerships with government and non-government agencies.

One such partnerships includes the 5-year, $25 million, USAID-funded Tanzania Heshimu Bahari Activity implemented by Chemonics International Inc. and consortium partners TNC and the Wildlife Conservation Society (WCS). aims to establish an enabling environment and science-driven framework for sustainable MMA and wild-caught fishery co-management by government, communities, and the private sector. The Activity has four integrated objectives: 1. Strengthen an enabling framework for a network of MMAs and fishery replenishment zones (FRZs) for resilient biodiversity conservation, climate resilient communities, and enhanced wild-caught fisheries production; 2. Community co-management of MMAs/wild-caught fisheries and climate resilience strengthened; 3. Private sector investment in MMAs and wild-caught fisheries expanded; and, 4. Integration of relevant science to MMA and fisheries policy and management improved. The Activity is implemented in collaboration with communities, the civil society, the private sector, and government in select regions along the coastline of Tanzania Mainland and Zanzibar.

WHAT WE CAN ACHIEVE TOGETHER
The Marine Project Coordinator coordinates the day-to-day Heshimu Bahari activities in the Tanga, Pangani and Zanzibar seascapes on behalf of the Consortium and manages TNC components under the Consortium. The Marine Project Coordinator will serve as the principal point of contact for local stakeholders involved in the program and will collaborate closely with key stakeholders to implement the Heshimu Bahari Activity, serving as an interface between all key stakeholders. The Marine Project Coordinator will consult and work closely with government agencies, fishing communities, the private sector, and other key stakeholders to establish MMAs and Fishery Replenishment Zones (FRZs); coordinate co-management of MMAs/ wild-caught fisheries and ensure that key fisheries/ MMA stakeholders are consistently engaged, aware and supportive of the Heshimu Bahari interventions; coordinate field activities including the establishment and implementation of community-based fisheries monitoring initiatives.

The Marine Project Coordinator will work closely with an interdisciplinary team of conservancy staff, USAID Heshimu Bahari Consortia, local communities, conservation partners, the fishing industry, the scientific community, and the government to advance sustainable conservation and utilization of coastal and marine resources in Tanzania, especially in Tanga, Pangani and Zanzibar. Within TNC, the Marine Project Coordinator will work closely with TNC’s Africa Fisheries Strategy Manager, TNC’s Project Manager of WIO Blue Economy, TNC’s Africa Oceans Strategy Director, and TNC’s Global Oceans teams. The position will be based at USAID Heshimu Bahari offices in Dar Es Salaam, Tanzania, reporting to the Heshimu Bahari’s Deputy Chief of Party and TNC Country Director. The Marine Project Coordinator will make frequent trips to Tanga, Pangani, Unguja and Pemba, and other USAID Heshimu Bahari regions as assigned by the Supervisor. No employment visas or assistance are being offered with this position except for the local labor employment requirements. This is an initial 3-year term-limited position with an extension of tenure subject to performance and availability of funds.

WE’RE LOOKING FOR YOU
The Marine Project Coordinator will be primarily responsible for the implementation of all USAID Tanzania Heshimu Bahari activities in Tanga and Pangani as well as select activities in Zanzibar as assigned by the Supervisor. The Marine Project Coordinator will work with Heshimu Bahari’s public and private partners, communities, and conservation organizations to ensure the delivery of aquatic conservation and fisheries development outcomes consistent with USAID Tanzania Heshimu Bahari work plans.

Specifically, the Marine Project Coordinator:
• Supports Heshimu Bahari TNC project team to cultivate and maintain relationship with the HB Project Consortium members and other Partners including government agencies, conservation organizations and development partners for effective implementation of the project.
• Consultations and works closely with fishing communities, local leaders, the scientific community, and public and private partners, to create and advance community-based strategies for better managed, productive, and healthier coastal fisheries and marine areas in Tanga, Pangani and Zanzibar.
• Provides day-to-day management, general operations, and programmatic support to the project team.
• Ensures TNC’s components of the Heshimu Bahari activities are executed according to plans, within budgets and by agreed deadlines and in collaboration with key partners.
• Maintains a calendar and workflow of Heshimu Bahari TNC activities to ensure effective implementation and timely submission of reports and needed documentation.
• Coordinates all Consortium activities in the Tanga, Pangani and Zanzibar seascapes and steer community-level programming on behalf of the Consortium.
• Supports program management activities such as, planning, budgeting, monitoring, evaluation and reporting of USAID Heshimu Bahari program activities and associated budgets.
• Coordinates meeting, workshop, and training logistics with HB Project partners in support of the program.
• Coordinates, conducts, and supervise all fieldwork activities, including preparing fieldwork logistics.
• Serves as the point person for all field activities in Tanga, Pangani and Zanzibar and cultivates and maintains strong, positive relations with all stakeholders.
• Works as part of TNC Tanzania’s conservation team, ensuring close communication, collaboration and learning with peers in the team.
• Networks and communicates effectively and consistently about both USAID Heshimu Bahari and TNC Tanzania’s marine conservation efforts.
• Works with USAID HB Communications and Marketing team in identifying and documenting stories of change within the Tanga, Pangani, Zanzibar seascapes.
• Travels frequently to Tanga, Pangani and Zanzibar, sometimes during evening and weekend hours.
• May work in variable weather conditions, at remote locations.

WHAT YOU’LL BRING
• BA/BS degree and 5 years’ experience in conservation practice or equivalent combination of education and experience.
• Experience managing complex or multiple projects, including staffing, workloads, and finances under deadlines.
• Supervisory experience, including motivating, leading, setting objectives, and managing performance.
• Experience in partnership development with non-profit partners, community groups, and/or government agencies
• Experience in engaging and working with communities on conservation or natural resource management issues.
• Experience in conservation or related project management.
• Experience in partnership development with non-profit partners, community groups, the private sector, and government agencies.
• Experience in grant/resource acquisition and project management.

Desired Qualifications:
• Over 7 years’ experience in fisheries management, marine conservation practice or related field or equivalent combination of education and experience.
• A Master’s degree in coastal resources management, environmental sciences or a related field will be an added advantage.
• Knowledge of Tanzanian coastal and marine ecosystems, fisheries, and marine protected area management at the field level.
• Familiarity with co-management or community-based natural resource management principles and the legislative provisions that facilitate a co-management approach.
• Skills in facilitating, negotiating, and conflict management in multi-stakeholder environments.
• Strong organizational and communications skills.
• Competence in computer skills (e.g., Excel, Word)
• Multi-lingual skills and multi-cultural or cross-cultural experience appreciated with excellent communication skills via written, spoken and graphical means in English and Kiswahili.
• Demonstrated experience influencing, developing, and implementing community-based natural resource management plans.
• Ability to explain conservation practices to technical and non-technical audiences.
• Experience in monitoring and evaluation of rural or environmental projects.
• Experience implementing and reporting on donor-funded projects.
• Ability to work independently with strong self-motivation.
• Politically savvy.
