Description
1. Background
Since inception in 1998, REDESO has been one of the leading projects implementing partner to the UNHCR and DANIDA in refugees’ settings and local communities in Tanzania. REDESO’s 18 years of work with the refugees and 13 years with the local communities, the organization is now well placed not only to ascertain peoples’ needs. It is also able to effectively implement a number of projects that addresses community requirements in participatory approaches. Among other activities, the organization has been implementing projects in the fields of Environment, Education, Vocational Training Skills, Sustainable Agriculture under organic methods, Construction and rehabilitation activities, Health, HIV /AIDS, Water Sanitation and Hygiene and Livelihood. In addition to that, REDESO has worked on projects that address Gender Based Violence, Awareness raising and capacity building to local communities on land issues in enhancement of equitable access to and ownership of resources, gender and HIV/AIDS mainstreaming in development and community empowerments on lobbying and advocacy skills to call for and defend their rights. In areas where REDESO operates, activities are done in collaboration with communities, especially the local government authorities, and other responsible actors in the field of implementation.
Meanwhile, REDESO acknowledges the fact that major failure of most organizations is to underscore the importance of continuous and regular monitoring and evaluation of implemented activities. The organisation considers M&E component of one of the key aspects for successful project implementation.
Basing on this background, REDESO is looking for a Consultancy to carry out Monitoring and Evaluations of its interventions in Kibondo district.
2. Objectives for the consultancy
With the aim of strengthening the quality of interventions the specific objectives of the consultancy are:
i.To review REDESO’s existing Results-Based Monitoring and Evaluation System;
ii.To support the development and implementation of an evidence based M&E framework for interventions, as well as agency specific initiatives;
iii. Review and recommend robust and user-friendly M&E process and reporting and build the capacity of M&E team to implement the recommended processes
3. Expected Outputs / Deliverables
i.M&E framework including annual targets and indicator monitoring tools reviewed;
ii.Comprehensive REDESO Results-Based Monitoring and Evaluation System, available including mechanism for baseline data/collection/updating;
iii.REDESO supported as requested to ensure new programming framework;
iv.Capacity of inter-agency M&E Team and other programme staff as identified by management developed and strengthened;
v.Transfer of knowledge through training sessions to M&E Team and other programme staff documented;
vi.Review REDESO’s existing M&E system, forms, tools and jointly with the M&E Team, assist in their simplification and harmonization;
vii.Guidelines and SOPs on internal M&E processes and reporting developed;
viii.REDESO mid-term and annual progress reports reviewed.
4. Timeframe, Scope and Management
Consultants are expected to produce the following by the suggested completion date.
