JOB DETAILS:
To conduct an independent review of what is working in the CSAP and inform recommendations for future design, implementation and scale up.

Key Accountabilities (not all-inclusive)
• Prepare inception report, including final methodology and work plan (week 2)
• Conduct field work debrief (week 4)
• Conduct presentation of draft findings (draft report and presentation) (week 6)
• Prepare final draft report (not exceeding 20 pages) to culminate in actionable recommendations for the short, medium and long-term regarding programme design, implementation and scale-up; annex to include human impact stories of the CSAP (focusing on women’s empowerment) (week 8)
• Submit final report and annexes delivered (week 10)
• Core components for review:
• Key questions listed in the Terms of References attached to this VA (to be refined and finalised by the consultant in consultation with Irish Aid and WFP) should be framed by the food systems approach underpinning the CSAP, covering the following core components:
• Sustainable Livelihoods
• Nutrition,
• Environment and climate change
• Gender equality and women’s empowerment
• Purpose
• Understand and communicate the Strategic Objectives: Understands WFP’s Strategic Objectives and the link to own work objectives.

Standard Minimum Qualifications
• Relevant training and experience in food systems, agriculture food technology, rural economics
• Demonstrable in-depth understanding of the Tanzanian context
• Strong knowledge of and experience of working in the Tanzanian agriculture sector
• Demonstrable experience in conducting similar reviews on food systems and agricultural development programmes
• Ability to work independently and produce high quality deliverables according to deadlines
• Experience of conducting similar strategic review processes
• Fully available in Mid April to June 2022, including for field work in Dodoma
• Advanced University Degree in one or more of the following disciplines: Agriculture, rural Economics, public health, environmental studies, food systems, development studies or related area.
• Fluency (level C) in English and Swahili languages.
