STANDARD MINIMUM QUALIFICATIONS
Education and Language required:
• Advanced University degree in Supply Chain, Transport and Logistics, Economics, Commerce, Business Administration, Engineering, Accounting, and Finance or other relevant fields, or First University degree with additional relevant work experience and/or training/courses.

Fluency in written and spoken English and Swahili language.

ORGANIZATIONAL CONTEXT
The WFP Tanzania Country Strategic Plan 2022-2027 seeks to ensure that vulnerable populations achieve climate-resilient livelihoods and improved food security and nutrition through sustained smallholder access to markets, enhanced value chains, and sustainable management of natural resources. This objective will be achieved by supporting smallholder men and women producers to diversify livelihoods, reduce post-harvest loss, and improve access to information, technologies, and markets.

JOB PURPOSE
• The Supply Chain Unit is looking into recruiting a National Logistics Officer (Rail Cold Chain Project – Horticulture and other local produced fresh products) reporting to the Head of the Supply Chain. The candidate will coordinate, manage, lead on, and provide expert advice and oversight to the rail cold chain logistics operations to be implemented by Tanzania Railway Corporation (TRC) and partnering with other key supply chain functions to ensure an integrated supply chain approach to meeting the rail cold chain logistics services need delivered to the beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)
• Contribute towards the development of rail cold chain logistics plans (horticulture and other fresh food products) and processes ensuring compliance with wider logistics policies and WFP standards.
• Support rail cold chain project (horticulture and other fresh products) through day-to-day operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of cold chain commodity services to beneficiaries.
• Support the Head of Supply Chain in the implementation of the supply chain strategy, lead and participate in actions of national capacity strengthening in line with the Country Strategic Plan and manage operational activities for a Country Office, to ensure successful implementation of rail cold chain project (horticulture and other fresh products).
• Collect and analyze data through research and networking with colleagues to recommend actions to the supervisor to improve the performance of rail cold chain logistics operations (horticulture and other fresh food products).
• Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize the use of available funds.
• Work in close collaboration with cross-functional counterparts including railway (TRC) to align cold chain activities and promote an integrated supply-chain approach to fresh food delivery services.
• Guide support staff, acting as a point of referral and supporting them with analysis and queries.
• Collate data and contribute to the preparation of accurate and timely reporting, supporting a WFP-wide view of rail cold chain logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
• Support the capacity building of WFP staff and partners for efficient and effective delivery of rail cold chain commodity assistance to beneficiaries (i.e., through contribution to the training materials).
• Identify and build productive relationships with rail cold chain logistics colleagues and staff within the area of assignment to support an integrated approach to rail cold chain commodity assistance.
• Perform other related duties as assigned.

• Supply Chain Performance & Development Supports integrated supply chain information management and conducts advanced Supply Chain and performance analytics. Contributes to supply chain improvement and innovation initiatives.
• Supply Chain Planning Demonstrates robust understanding of supply chain planning in operational contexts. Designs plans and operational scenarios in collaboration with key internal and external stakeholders. Leverages expert intelligence and system data to conduct planning analytics.

DESIRED EXPERIENCE FOR ENTRY INTO THE ROLE
• 3 years or more of postgraduate professional experience in a relevant field of work, specifically in horticulture and other fresh food products cold chain logistics management, with a background and interest in railways and humanitarian development.
• Experience in coordinating service providers’ contract execution.
• Experience arranging supplier deliveries through horticulture and other fresh food products cold chain logistics operations through road, rail, air, sea, and lakes.
• Experience in evaluating offers and writing proposals.
• Experience in report writing.

DELIVERABLES
• Timely, cost-effective, and efficient deliveries of rail cold chain commodities.
• Rail cold chain logistics operations and staff are managed, and leadership and oversight are provided.
• Effective partnership is maintained with the key rail cold chain logistics stakeholders (horticulture and other fresh food products) and functions to ensure an integrated supply chain approach to meeting the rail cold chain assistance needs of beneficiaries.
• Timely, concise, and effective analytical rail cold chain logistics operations (horticulture and other fresh food products) report for informed decision-making.
