Since two years, countries in the ESA region have experienced an alarming increase in the number of new, or re-emerging humanitarian emergencies, including public health (including Ebola, Crimean Congo haemorrhagic fever, yellow fever, wild poliovirus, and Cholera), armed conflicts and natural disasters emergencies.
An outbreak of Sudan Ebola Virus (SDV) started in September 2022 and spread to 9 districts in Uganda, elevating the risk for cross-border spread to neighboring countries (Tanzania, Rwanda, South Sudan, Burundi, Kenya, and DRCongo).
UNICEF ESAR has prioritized the critical need to support countries to rapidly scale up capacity to prevent, mitigate, and manage ongoing and anticipated emergencies and enhance capacity for preparedness and response to these emergencies.
Purpose
The purpose of this external announcement is to attract suitable Nutrition Specialist candidates interested in working in any of the countries within UNICEF’s East and Southern Africa region to respond to Ebola outbreaks for the next 36 months. How can you make a difference?
Nutrition is being identified as one of the key components of the response plan with the aim of establishing capacities to maintain positive feeding practices for infants and young children affected by EVD despite quarantine, disrupted breastfeeding, trauma and stigma.
Key activities & duties
1. Timely sectoral analysis, input and support for IYCF-E:
· Contributes to the Situation Analysis with particular focus on infant feeding, and the key determinants for infant feeding in the prevailing EVD context, especially in population groups and geographic areas at risk of/ or affected by humanitarian disasters.
· Contributes to the preparation of the Situation Analysis by compiling, analyzing and evaluating information and providing the technical input and support to Health & Nutrition interventions with particular focus on ensuring integration of infant and young child feeding.
2. IYCF-E capacity assessment undertaken, and plan in place to address priority gaps identified at national and sub-national levels.
· Provides technical support to government including ETUs, as well as NGOs in the planning, development, implementation, and evaluation stages of the EVD response.
· Supports IYCF-E capacity assessment in consultation with health facilities and nutrition sector partners.
· Ensures the use of standard checklist and procedures in assessing systemic, organizational and technical capacity at national and sub-national levels. Supports development of action plan to address the identified capacity gaps.
· Support the identification and review of capacity strengthening needs among health workers providing nutrition response.
· Support the adaptation or development of relevant training materials.
3. Community and household level IYCF assessment integrated within initial rapid assessments, nutrition rapid assessments and other assessments and surveys to allow identification of the key determinants of the IYCF practices of households at risk/ or facing humanitarian disaster:
· Particular attention is given to enhanced IYCF integration in the context of the rapid onset of EVD including in settings whereby households are facing internal or cross-border displacements.
· Closely engages with nutrition information working groups to facilitate review and integration of IYCF related assessment indicators within rapid and standard assessment tools.
· Supports the training of government, UN and NGO staff on the IYCF component who lead assessments.
4. Scaled-up implementation of IYCF-E response action integrated within the EVD response plan facilitated:
Quality contributions are made to the development and implementation of Integrated Nutrition strategies and approaches with clear link to relevant sectors (Health, WASH and others) through participation and collaboration with internal and external partners to ensure appropriate design for EVD nutrition programming.
5. Relevant and strategic information is kept available and shared with relevant stakeholders as required, including the cluster partnerships to support the Health & Nutrition Programme by the effective implementation of an integrated monitoring system:
· In collaboration with other relevant colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system. Where relevant, support the integration of nutrition information system within the relevant sector information system.
· Provides assistance for M&E exercises, programme mid-term review, annual sector review and
preview meetings with Government counterparts and all other relevant partners. Analyses and evaluates monitoring data, ensures achievement of objectives and proposes corrective measures as appropriate.
6. Required EVD reports are timely prepared in compliance with the established guidelines and procedures:
· Contributes to the timely preparation of annual sector status reports and shares information with relevant partners as required in compliance with the established guidelines and procedures. Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports
To qualify as an advocate for every child you will have…
Education-
Advanced university degree in Public Health and Nutrition, Child Development, Water Sanitation, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines.
Work Experience-
Five years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health and Nutrition. Professional work experience in a technical expert position in child survival & development, health and nutrition care. Developing country work experience. Background/familiarity with Emergency, and expertise in the support to IYCF in emergency; experience in EVD response will be an asset.
Language Requirement:-
Fluency in verbal and written English or French (depending on the country office’s official language). Knowledge of another UN language or a local language is an asset

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
