The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Political (Zanzibar Affairs) Specialist at POL-ECON Section.

Duties
(25%) Contact Development: Develops, maintains contact, and facilitates meetings for embassy officers with government officials up to the level of the President of Zanzibar, civil society and religious leaders, think-tanks, academics, and international NGOs primarily involved in Zanzibar affairs. Expands and leverages contact development and meetings to assist embassy officers in gathering information, including information that is not publicly available, and to obtain current information and maintain access to key officials and contacts.
(25%) Communication, Information Gathering, and Reporting: Draft diplomatic notes to schedule official meetings or advance U.S. priorities, draft and maintain biographic data of Zanzibar government officials, interpret at official events and meetings as needed, draft and disseminate substantive notes from official meetings. Research and maintain reports from local and international organizations on Zanzibar issues and events and monitor local media and political and economic developments and trends in Zanzibar to draft regular analytical and factual updates and reports including stand-alone briefing memos, reporting cables, and short reports for inclusion in section and mission reporting products.
(20%) Representational, Travel, and Visits: Works closely with the P/E and Protocol Sections to devise appropriate guests lists for the P/E Section, Ambassador, and senior Executive and Legislative branch visitors for official events and to plan and execute official meetings and travel primarily in Zanzibar but at times to other areas of Tanzania to expose U.S. officials to contacts and substantive information on Zanzibari, Tanzanian, and East African affairs to achieve visit objectives. Represents the P/E section and mission at internal and external working groups, functions, conferences, and meetings, particularly those focused on Zanzibar affairs to ensure activities reflect and inform Post objectives and Department policy.
(10%) Advisory Functions: Briefs and advises the P/E section, Front Office, interagency, and Washington on Zanzibar issues, developments, and trends, highlighting their significance and potential impact on U.S. interests and identifying engagement and programming opportunities to advance related U.S. interests and priorities. Meets with section officers and sections across the mission on a regular basis to assess the significance and importance of current developments and inform ongoing engagement, reporting, and programmatic activities, primarily in Zanzibar.
(10%) Federal Assistance and Training/Exchange Programs: Advise on and inform the P/E section on development assistance priorities in Zanzibar and serve as a Grants Officer Representative monitoring the P/E section’s development assistance in Zanzibar. Support the embassy’s efforts to foster greater cooperation with government and civil society interlocutors in Zanzibar assisting with identifying and nominating participants for U.S. government funded training and exchange programs.
(10%) Perform other related duties as assigned: Assist other members of the section as needed and cover other section portfolios during staffing gaps, etc.

Qualifications and Evaluations

Requirements:
EXPERIENCE: Minimum five (5) years of professional work experience in research, analysis, consulting, program management, communication, and reporting, in the fields of law, politics, government, academia, journalism, development organizations, and/or international affairs required.

JOB KNOWLEDGE: Must have detailed knowledge of government structure and institutions, political parties, and civil society organizations in Tanzania and specifically Zanzibar is required.

Education Requirements:
A Bachelor’s degree in Law, Political Science, International Relations, History, or Economics is required.
Evaluations:

LANGUAGE: Level IV (fluency – speaking/reading/writing) of English language is required. Level IV (fluency – speaking/reading/writing) of Kiswahili language is required. This may be tested.

SKILLS AND ABILITIES: Must have demonstrated ability to exercise initiative and judgment in developing and maintaining an extensive range of contacts and to synthesize complex information, events, and trends into concise, easily-understood, written and oral reports. Must be proficient in the use of computers, smart phones, and tablets and experienced in drafting, editing, and collating information using Microsoft Office tools.
