JOB DETAILS:
Objective:

Provide support to Company’s procurement drive
• Ensuring that procurement documentation is properly compiled and utilized
• Ensuring that suppliers and end users are properly guided on procurement procedures
• Ensuring procurement requires of the Company are compiled on time.

Key Responsibilities.
• Adhere to the E.A.L.S Limited Procurement Procedure and observe department procurement budgets.
• Prepare and maintain accurate records, reports and documentation on all solicitations, responses, purchases, contracts, correspondence, and related follow up.
• Ensure that goods and services are ordered and delivered timely.
• Ensure that approved supplies are used for purchases and create and maintain preferred supplier list.
• Coordinate E.A.L.S. Limited tender procedures for goods and services
• Provide management with routine updates with regard to tenders and purchase award documentation.
• Ensure that all requests for orders have been placed, follow up the status of order in the system.
• Evaluate bids and make recommendations, based on commercial and technical factors risk
• Ensure the terms of contracts are adhered to and that all commercial risks to the company are mitigated
• Assist to prepare and develop bid documents and supplier bid lists to obtain competitive quotations on commodities and services
• Establish and maintain strategic relationship with vendors.
• Advise management on existing contracts with suppliers and vendors to ensure on-going feasibility
• Ensure that competitive offers are obtained
• Ensure the Procurement standards are available to all stakeholders
• Identify improvement opportunities and communicate them to management
• Keep appraised of economic / business situations as they affect purchasing policy; makes recommendations to adequately meet those changing conditions
• Analyze current procurement activities and recommend improvement through more efficient procurement methods, quantity discounts, standardization, value analysis and cooperative purchasing
• Update list of users’ specification of non-catalogue purchase and local procurement matrix
• Execute all transactions in accordance with the company and project procurement requirements
• Ensure all information needed by auditors be it, External, Internal, ISO, Government Statutory audits or any audit is updated and readily available
• Work in collaboration with Line Manager and Finance Leadership Team to ensure that audit queries are resolved
• Work with the Finance Leadership Team to ensure that all auditors’ recommendations are well implemented
• Compile and manage a comprehensive set of Procurement local content metrics/matrix to measure performance against local content objectives in consultation with the Local Content Manager & Corporate Investment Manager
• Provide assessment and advice in the implementation of relevant processes associated with the consolidated local content plan
• Participate to all safety training as required
• Adhere to all HSE requirements of the project

Qualifications /Experience Required
Education

• Bachelor Degree in Supply Chain Management or Procurement & Logistics
• Professional qualification (PSPTB Tanzania or CIPS)

Professional Training
• Extensive experience of supply chain management

Experience.

• At least 5 years relevant experience Experience in an international company preferably in the oil & gas, heavy construction, mining, or other capital-intensive industry be an added advantage
• Experience as a Buyer/Procurement Officer
• Contracts management
• Logistics management

• Able to complete tasks assigned to the standard and satisfaction of senior management
• High level of accuracy and attention to details
• Excellent verbal and written English
