The organisation seeks to recruit the Head of Department - Human Resource for Health with immediate effect. The HOD-Human Resource for Health will be required to take the lead to advocate for policies that influence availability, distribution, retention and performance of health workers.

Job Title: Programme Officer - Public Finance Governance Programme

Job summary:
The Programme Officer for the PFGP Public Finance Governance Programme will assist the Head of Department to implement research, report writing and advocacy activities of the department as needed. .
Specific Responsibilities
Supervision and Management
• Follow and report on lawful instructions given by the head of the department who is your supervisor.
• Provide coaching to other programme officers on subjects of your expertise.
• Participate in all organizational meetings including weekly debriefings and general staff meetings to discuss the programme and organizational issues.
• Support the head of department in the preparation of work plans and budgets as well as technical and financial reports.
• Take responsibility for special task forces to which you have been assigned by the management.
• Assist the head of department in fundraising activities.
Advocacy Programme
• Perform fieldwork activities to collect information at the local and central government level.
• Conduct analysis and provide recommendations concerning issues of public financial governance.
• Produce outputs for various target audiences to promote the programme’s objectives.
• Represent the programme during technical meetings at a local and national level.
Administration
• Prepare financial requisitions and retirement forms for assigned activities and manage funds responsibly within authorized limits.
• Agree with your supervisor on your performance objectives and account for your performance during periodical staff performance appraisals.
Liaison
• Maintain communication with other organizational staffs to coordinate programme and administrative activities effectively.
• Engage and maintain communication with assigned external stakeholders.
• Assist the health governance programme in matters related to budget analysis and public finance governance.
• Participate in peer-reviews to assure the quality of various organizational reports.

Required Qualifications
• A Masters from a recognized institution in Economics or similar related field.
• At least 3 years of working experience with government entities in areas such as tax policy and administration, revenue mobilization, tax compliance and other public finance topics is preferred
• Profound knowledge of the Tanzanian tax system and tax policies
• The ability to analyze, evaluate and summarize critically in English, with an aptitude for external representation and networking.
• Prior working experience with CSO’s and research institutes in Tanzania is preferred and budget analysis is added value.
• Excellent Computer skills including Outlook, MS Excel, PowerPoint and SPSS or related analytical software packages.
• Excellent spoken and written communication skills in both English and Swahili.
• Ability to work independently as well as in teams.
