1. The United Republic of Tanzania has received financing from the World Bank towards the cost of the Second Water Sector Support Project (WSSP II), and intends to apply part of the proceeds towards eligible payments under the contract for Proposed Construction of the Water Resources Center of Excellence (WRCOE) Building in Dodoma Municipality, .

2. The Ministry of Water now invites sealed bids from eligible bidders registered with Contractors Registration Board in class three (III) and above for Proposed Construction of the Water Resources Center of Excellence (WRCOE) Building in Dodoma Municipality.

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

4. Interested eligible bidders may obtain further information from The Secretary, Ministerial Tender Board, PMU Office, Ministry of Water, Kolon Building opposite DUWASA Head Office, P.O. Box 456, Dodoma, Tanzania and inspect the bidding documents during office hours from 09:00 to 15:00 local hours at the address given below.

5. A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Tshs 200,000/=, Payment shall be made through the electronic payment system therefore; interested bidders are invited to collect the Control number for effecting the payment.

6. Bids must be delivered to the Secretary, Ministerial Tender Board, PMU Office, Ministry of Water, Kolon Building opposite DUWASA Head office, P.O. Box 456, Dodoma, Tanzania on or before 8th September, 2020at 14:00hrs. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below The Secretary, Ministerial Tender Board, PMU Office, Ministry of Water, Kolon Building opposite DUWASA Head office, P.O. Box 456, Dodoma, Tanzania on 8th September, 2020 at 14:00hrs.

7. All bids must be accompanied by a Bid Security, in form of an unconditional guarantee issued by a bank. The amount and currency of the Lid Security shall be Tshs 50,000,000.00.
