JOB DETAILS:
Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world. DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection (CBP, PSN, GBV, CP and Legal), Shelter and infrastructure, and Economic Recovery.

Overall purpose of the role:
The Empowerment Assistant works as part of DRC’s team in Tanzania, under the direct supervision of the GBV Team Leader and guidance and support of the Protection Coordinator. This position is based in Nduta/Nyarugusu refugee camp/Host community, depending on programmatic needs.

The Empowerment Assistant is responsible for supporting the quality, timely implementation of GBV activities in compliance with DRC standards in the assigned refugee camp. This includes empowering women/Men groups’ supervision and trainings for the incentive staffs and women/Men/adolescent girls’/boys’ groups on GBV issues affecting women/Men and adolescent girls/boys in the assigned refugee camp. She/he will work closely with other GBV Staff members, other DRC sectors and partners. The position reports to the GBV Team Leader.

Main Responsibilities:
• Conduct women/Men empowerment activity in accordance of the women/Men centers activity guideline, women/Men and girls’/boys’ feedback and consultation.
• Identify and recruit adolescent girls/boys age 10 -19 to participate in Girl/boy Shine activities
• Recruit and train Girl/Boy Shine Mentors
• Facilitate Girl/Boys shine Life Skills curriculum as well as parent/care giver curriculum.
• Enroll age appropriate, participants in different identified activities and monitor activities at the women centers
• Empower the women/Men in leadership role, decision making, leadership learning and exercise throughout women/Men and girls/boy’s participation at the women/Men centers and other platforms.
• Participate in the design, planning and development of women/Men empowerment program workplan.
• Work with GBV Prevention and Advocacy Officer to conduct quarterly women/Men and girls’/boys’ needs/interest assessment at the women/Men center and other platform for women/Men empowerment program planning, and regular assess women/Men and girls’/boys’ feedback, consultation for activity design and planning.
• Ensure the enhancement, utilization, and taking to scale of innovation and women/Men participation, Women/Men owned-empowerment activities.
• Work with the Prevention and Advocacy Officer to develop and support professional, effective and appropriate GBV psychosocial programming, including direct individual and group counseling support at the women center, including confidential and timely referral to services.
• In collaboration with M&E department, participate in GBV rapid assessment and/or other GBV program related-assessment, and contribute to the GBV overall intervention strategy based on feedback received from Women/Men and girls/boys throughout women/Men center.
• Engaging women leader, women/Men group, adolescent girls/boys’ group, creating women/men and girls’/boys’ network, peers support, to promoting accessing to GBV service and empowerment activities.
• Adhere GBV guiding principle, conduct women/men center activities to ensure women/men and girls’/boys’ access to GBV and GBV services information, empowerment activities or other psychosocial support/skill building activities in a safe, secure and dignified manner.
• Promote timely referral and GBV services information in women/men center activity, creating information dissemination on protection / GBV critical issue for women/men center session.
• Develop and maintain effective working relationships with relevant stakeholders including community leaders, women’s/men’s groups and other implementing partners to advocate for the needs of women/men and girls/boys and work with partners to enhance multi-sectoral cooperation and coordination.
• Integrate GBV critical knowledge and service information in every women/men activities.
Data collection and reporting
• Work with GBVIMs Officer to track indicators, maintain, update and analyze data on GBV activity and indicators.
• With support from Team leader, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable to meet reporting deadline.
• Support and working closely with M&E department and GBVIMs Officer on program data collection.
• In collaboration with M&E department, participate in GBV rapid assessment and/or other GBV program related-assessment, and contribute to the GBV overall intervention strategy based on feedback received from women/men and girls/boys throughout women/Men center activities.
Program management
• With support and the supervision of GBV Team Leader participate in all women/Men empowerment budget planning; Empowerment Assistant will be accountable to develop and maintain work plans, spending and procurement plans.
• Build the knowledge and skills of women/men empowerment, incentive workers and community-based groups to be able to advocate, empower women/men and girls/boys, response and prevent GBV.
• Engaging with women’s/Men’s group, women/Men leaders to obtain the network and working relationship.
• Communicate any incentive staff issue to supervisor in a timely manner. Any recruitment of the new incentive staff must obtain GBV Team Leader approval.

Experience and technical competencies: (include years of experience)
• Minimum 1 to 2 years’ experience in an entry to mid-level position, with experience in the field of GBV in a humanitarian response working with refugees and/or IDPs for an international NGO, UN agency or relevant ministry or local authority.
• Technical understanding of core protection concepts, prevention and response strategies in line with best practices, including strong understanding of core GBV principles for prevention and response;
• Experience in developing and strengthening service mapping and referral pathways, conducting safety audits, and mainstreaming GBV within protection monitoring;
• Strong analytical skills;
• Hands-on experience and emergency and first line response experience is highly desired;
• Strong initiative skills;
• Experience working in protection in an integrated manner with other humanitarian sectors of intervention;
• Experience working with displaced or conflict affected populations;
• Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team;
• Integrity, strong work ethic, and ability to consistently meet deadlines under pressure;
• Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures;
• Full proficiency in Microsoft Office, including Word and Excel.

Education:
• University degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.

Languages:
Excellent proficiency in written and spoken English, Swahili. Kirundi is an advantage.
