Summary:
The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Public Health Administrative Management Specialist (PEPFAR Deputy Coordinator) at PEPFAR.

Duties
Technical Program Management, Implementation, and Evaluation (40%):

• The job holder will support the PEPFAR Coordination Office with overall management, implementation, and evaluation of PEPFAR Tanzania’s strategic direction and program performance. This will include a focus on several distinct technical public health areas in HIV prevention and/or HIV care and treatment. The job holder will coordinate the communication and performance cycle for central S/GAC initiatives to ensure activities are implemented in accordance with set objectives, formal reports, and ad-hoc updates (including presentations and newsletters) are submitted in line with set formats and recurring deadlines. The job holder will also play a key role in the coordination of PEPFAR’s annual country operational plan (COP) during which PEPFAR agencies (CDC, USAID, WRAIR/DOD, and Peace Corps) establish annual strategic plans, targets, and budgets. This will include coordination of and participation in meetings with PEPFAR agency leadership, contributing to the package of documents that make up the COP submission, and ensuring adherence to S/GAC technical and administrative guidance for COP completion.

Interagency Collaboration (20%):
• The job holder will develop, implement, and improve upon a knowledge management sand accountability system for the 11 interagency PEPFAR technical teams. These teams focus on a range of technical areas and are comprised of technical staff from CDC, USAID, WRAIR/DOD, and Peace Corps. Coordination of these teams will entail an in-depth understanding of PEPFAR program activities and broad programmatic strategies for each area, attending meetings, ensuring a calendar of regular meetings are set and thorough notes are taken, distributed, and saved, and that follow-up action is taken as needed. The job holder will be tasked with ensuring accountability and follow-through for each team and that progress and action items are clearly documented in a manner that is accessible across the PEPFAR interagency. Throughout the year, the job holder will be responsible for all coordination around weekly interagency PEPFAR meetings.

Communication and Administration (20%):
• The position will support all communication and administrative functions to ensure smooth operations for the PEPFAR Coordination Office. This will include developing agendas for weekly interagency PEPFAR meetings and ensuring thorough notes are documented and distributed to all PEPFAR agencies. This will entail a thorough technical understanding of PEPFAR program activities, and partners including a solid working knowledge of the acronyms and technical jargon associated with the program. The job holder will be responsible for drafting all external-facing communication from the PEPFAR Coordination Office including meeting and conference invitations, correspondence with the Ministry of Health, PO-RALG, TACAIDS, Ministry of Finance and Planning, and other Government of Tanzania departments through both formal letter and diplomatic note formats, The position will coordinate all invitational travel for PEPFAR Partner Meetings, COP meetings, and any other stakeholder meetings planned throughout the year. The job holder will also provide administrative support for any internal travel for PEPFAR Coordination Office staff. The job holder will also support other general administrative functions for the PEPFAR Coordination Office including maintaining contact lists, processing visitor access requests, escorting visitors, collecting relevant daily news stories, and receiving and controlling incoming correspondence including phone calls and routing unsolicited proposals to the appropriate office.

Financial Management Support (20%):
• The job holder will be responsible for creating the annual budget for the PEPFAR Coordination Office. This will entail working with each office function to understand and cost projected activities for the year and translating this detailed budget into the template and cost categories provided by S/GAC as part of Country Operational Planning guidance and templates. The job holder will also be responsible for ensuring that all staffing information is accurately input into FACTS Info providing updates throughout the year as needed. The job holder will work closely with the Budget and Finance Office to provide monthly reports to track funding obligations and spending to ensure the office operates within costs set. The job holder will oversee annual expenditure reporting inputs in line with S/GAC guidance and conduct analyses to understand spending trends. Finally, the job holder will serve as the primary focal person for all procurement related to PEPFAR Coordination Office functions including office supplies, meeting and conference venues, furniture and equipment (including information technology supplies), and any other goods and contracted services required.

Qualifications and Evaluations
Requirements:
EXPERIENCE:

• Three years’ experience in project management and financial/administrative support is required.

JOB KNOWLEDGE:

• Good understanding of public health in Tanzania. Knowledge of the HIV epidemic broadly and in Tanzania including context-appropriate programmatic strategies. Job holder must have a good understanding of services and logistics available in country as well as knowledge of the public health and medical systems in country.

Education Requirements:

• A Master’s degree or host country equivalent in Public Health, Program Management, Community Development, or Business Management is required.

Evaluations:
• LANGUAGE: Level IV (Fluent) reading, speaking, and writing in English and Kiswahili is required. (This may be tested).
