Oxfam in Tanzania country strategy 2015-19 envisions empowered citizens with reduced poverty, reduced inequality and injustice with especially women and young people having access to resources and a good quality oi life. We went to see evidence of citizens‘ being more aware of and demanding their rights to resources and essential services. We also want to see less policy incoherence and positive changes at national level (policy) and community level (practices, perceptions, ideas and beliefs).

The above vision will be achieved through delivering the following interrelated goals:

  • Enhanced Governance and Transparency Transformed power relationships between women, men, government and businesses enabling citizens to demand accountability and advocate for the provision of quality essential services.
  • Women’s Empowerment -Women are politically, economically and socially empowered to be transformative leaders and change agents within their households and communities.
  • Tackling Rural Poverty ~ Oxfam in Tanzania Country Strategy 2015-2019 works towards rural women having access and control of economic resources, including land, and influence over markets and investments to ensure sustainable food security and resilience to disasters, especially those induced by climate change 4. Focuses on Oxfam’s capacity and partners to manage humanitarian response and preparedness. Building resilience to climate change and adaptation.

The approach to implementation wit! be primarily working with partners and aities. Oxfam in Tanzania operates out of three office base(s) (Mwanza; Arusha and Dar es Salaam). The Burundian Refugee response also necessitated opening of the field offices in Kibondo and Kasum.

To achieve this-, OXFAM in Tanzania seeks to recruit suitable qualified Candidate to fill in the following position; Public Health Promotion Team Leader.

Job Purpose
To enable Oxfam to respond quickly to the Public Health Promotional requirements of the emergency response. The work may involve, in an immediate stage, the assessment of the hygiene promotional needs that will target mainly reduction of cholera, or any other public health related diseases spread as well as building the capacity of the communities to better reach and alleviate the plight of the people: affected by the emergency

Key Roles and Responsibilities;

  • Work with the Pl-lP Team to provide leadership at all levels of PHF’ programme cycle including assessment, program design, implementation and ll/l &II systems in the refugee camps
  • Liaise with health agencies, local hey stakeholders and partners on cholera prevention activities lntitience practice within Oxfam and across the sector
  • Work closely with MEAL officer, to design and implement context appropriate accountability mechanisms and ensure that data collected is timely analyzed and reported to inform programme progress and management action/decision (ie. Sit reps);
  • in collaboration with gender officer ensure that all programmes take gender, disabilities and HIV issues fully into account. This includes the introduction of mechanisms to enable women and less able people to participate in decision making in the community action planning, implementation and evaluation process
  • Develop necessary materials including IEC materials relevant to new and ongoing camps context and needs
  • Provide capacity building support for partner agency staff in technical approaches
  • Foster an integrative approach to programme implementation

  • Also ensure that all PHP staffs are aware of and abide with key internal and external protocols and principles e.g. Code of Conduct, People in Aid, Oxfam’s draft sexual conduct policy).

Technical Skills, Experience & Knowledge

  • Relevant qualification in public health promotion.
  • At least 3 years practical experience in appropriate community health and environmental programmes Some of this time should have been in emergency refugee programmes. i
  • Demonstrated understanding and skills in respect to design and implementation of Public Health
  • Promotion programs in new and protracted emergencies
  • Experience and understanding of community mobilization in relation to water and sanitation activities in complex humanitarian situation, and understanding of chronic; and fluid humanitarian programmes
  • Demonstrated experience of programme integration and commitment to humanitarian principles and action to crosscutting issues including gender, diversity, Hl\/ and AIDS into public health promotion programme,
  • Assessment, analytical, planning, negotiation, oral and written reporting skillet
  • Ability to work under pressure and in response to the changing needs
  • Good written and spoken English essential.
  • To be familiar with and abide by the NGO/Red Cross, Code of Conduct, the People in Aid Code, Oxfam international procedures and other regulatory codes
