On behalf of one of our Tanzania based clients, we are looking for a competent and experienced Livelihood Restoration Coordinator
Location: Dar-es Salaam-Tanzania
Job Summary.
The Livelihood Restoration Coordinator will be based in Dar es Salaam with regular travel to the pipeline corridor. The Livelihood Restoration Coordinator is expected to interface continuously with all departments within the Land and Social department, wider EACOP organization and Resettlement Implementation Contractor/s as necessary
The Livelihood Restoration Coordinator will be responsible for:
• Developing a detailed understanding of the RAPs and identified livelihoods strategy for physically and economically displaced PAPs for the Priority Areas and Pipeline
• Supporting the detailed elaboration of the livelihood restoration programme according to the regional RAPs including understanding any specific regional or local requirements
• Supporting or leading engagement at the regional, district and ward level with government stakeholders and community representatives in the identification of livelihood challenges and opportunities for livelihood restoration
• Leading the transitional livelihoods support programme and ensure that physically and economically displaced PAPs do not suffer further impacts
• Supporting the Land and Resettlement Coordinator for RAP Implementation with the identification of temporary accommodation and implementation of transitional livelihoods
• Monitoring transitional livelihoods Contractors and ensure the full and proper delivery of all identified support packages is carried until replacement houses and replacement land has been made available
• Supporting the identification of and allocation of replacement agricultural land as required
• Ensuring that all data and documents related to the transfer of Right of Occupancy (ROO) of replacement land has been properly recorded and deposited into the Project Data System
• Working with the broader RAP Implementation team to ensure that Replacement Land security of tenure, customary Right of Occupancy and registration have been achieved and certificates have been delivered to affected PAPs if relevant
• Supporting the identification of potential livelihood restoration implementation partners, conduct a detailed assessment of potential partners and provide feedback to Livelihood Restoration Lead and Head of RAP Implementation
• Supporting the procurement process for livelihood restoration implementation partners and support the process to onboard the implementation partners into the RAP Implementation programme
• Identifying opportunities for the implementation of livelihood restoration pilot programmes that can be tested early with the objective of identifying risks to fully restored livelihoods
• Providing inputs and supporting the implementation of livelihood restoration programmes, ensuring that all PAPs identified as recipients of livelihoods restoration support, participate in these programmes, identifying and reporting any reasons for non-participation
• Defining livelihoods restoration monitoring activities and KPIs, and implement robust livelihoods reporting mechanisms
• Supporting and providing inputs to the district Resettlement Committees on livelihoods restoration programmes design and implementation
• Monitoring and centralizing livelihood restoration data coming from regional teams including reviewing implementation progress and identifying lagging areas
• Interfacing with the Replacement Housing led to ensure that the Replacement Housing Construction process is aligned with the temporary accommodation and transitional livelihoods process
• Ensuring any schedule impacts associated with the Replacement Housing Construction process are translated into mitigation impacts to ensure that physically displaced PAHs’ livelihoods are not unduly impacted
• Participating in weekly progress calls with livelihood restoration implementation partners and review field progress reports
• Submitting weekly and monthly reporting as determined by Livelihood Restoration Lead and Head of RAP implementation
Accountabilities
Livelihood Restoration Coordinator is responsible for coordinating the effective identification and delivery of appropriate livelihood restoration programmes and transitional support
Livelihood Restoration Coordinator will ensure the livelihood restoration strategies are completed in compliance with IFC Performance and Project standards.
Qualifications/Experience required
• Advanced Degree in agriculture, agriculture and livestock production, agricultural economics, agronomy, agribusiness, fisheries management, natural resources management, social sciences, environmental sciences or a related discipline, required
• 10-15 years of professional experience in working on agricultural development or rural development within rural communities in Tanzania required
• Demonstrated strong project management, coordination, teamwork, skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
• A minimum of 10 years professional experience in Resettlement Implementation and Livelihoods Restoration preferred
• Professional experience of investor international financing standards requirements for livelihood restoration
• Professional experience working with private sector/industry on delivery of livelihood restoration programmes required by investors
• Strong knowledge and experience in project finance management preferred
• Knowledge and pervious experience in enterprise development preferred
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Professional experience of investor international financing standards requirements for livelihood restoration
• Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including, local communities and local government authorities
• Proven ability to multitask and work independently
• Willingness to work in the field essential
• Excellent and proven data management skills and attention to detail required
• Excellent computer and analytical skills required
• Excellent written and verbal communication skills in Swahili and English, including excellent presentations skills and demonstrated technical writing skills
