Q-Sourcing Limited, trading as Q-Sourcing Servtec, is a manpower management solutions firm operating in the East African Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South Sudan.
On behalf of one of our Tanzania based client, we are looking for a competent and experienced EHS Manager.
Job Summary:
The EHS Manager will be responsible for managing Safety, Security, Health & Environmental governance, and compliance activities to demonstrate excellence within a complex manufacturing environment.
Main responsibilities
HSSE Performance
• Deploy the Group HSSE strategy, policy and standards in the plant to achieve best-in-class Health Safety, Security and Environmental performance
• Ensure delivery of Operational Safety, Security, Process Safety and Environment results.
• Ensure that all measures necessary are taken to comply with the in country SHE Regulations.
• Support and monitor the Occupational Health programme to ensure compliance with legislation and MPL policy, standards and improvement programmes.
• Drive safety and environment risk assessment and develop/implement appropriate controls.
• Develop a thorough understanding of MPL behaviour-based safety programmes and support deployment in the site.
• Develop and implement the security management programme
• Develop a thorough understanding of the MPL process safety management programme and support deployment in the site and support the application of MPL guidelines and procedures for Process Safety assessment.
HSSE Compliance
• Influence senior management and drive safety and environmental leadership through line management
• Monitor site legal compliance and ensure the site meets all local/national regulatory requirements and MPL standards, provide advice on national legislation requirements & implement relevant procedures and policies
• Identify and mitigate risks which may lead to occupational ill health
• Liaise with government bodies for regulatory security matters
• Assist the Head of Product Supply to develop and lead the internal crisis committees and safety committee; support the site leader in leading serious incident investigation and analysis
Incident Management
• Provide competent advice to line management throughout incident investigation and the implementation of corrective and preventive countermeasures
HSSE Reporting and Audits
• Conduct trend analysis of lagging/leading indicators as well as internal/external benchmarking to provide insight to senior leadership and influence strategic direction setting of the site
• Develop and deploy internal HSSE auditing and inspection systems, participate in audits as required
• Determine training needs and assist in delivery of training programmes
CAPEX Investment
• Assists in the development of HSSE capital expenditures and maintains expenditures within authorized budgets
Improve Gross Margins
• Responsible for the optimum use of the available funds and managing the sanctioned budget.
• Generate Cost Efficiency Savings from Material Wastes, Labour Productivity, and other Operating Expense to support the Factory’s Objective on continuous reduction in Conversion Cost (CPT)
• Design a quality assurance program at the site to drive safety, productivity improvement, cost, improvement of assets lifetime, asset utilization and reliability.
Financial Management
• Reduce in country HSSE costs
• Preparation of the HSSE budget as per the set guidelines
• Monitor and control the allocated budget.
Risk Management
• Identify risk due to change in HSSE operating landscape.
Compliance
• Ensure regulatory compliance in execution of activities in country.
• Adherence to all Group and In Country Policies and Procedures
• Prepare and submit required in country HSSE reports.
Minimum Qualification Requirements:
• Bachelor’s degree in Environmental Engineering or Science. NEBOSH National Diploma in Occupational Health and Safety Management (or working towards), National Occupational Safety and Health Course (NOSCH I & II) by OSHA (Tz) is a must.
• Relevant experience of managing safety, health and environment within a complex, multi-site manufacturing environment
• 5 to 7 years relevant experience in HSSE /manufacturing in FMCG Industry

• Working Knowledge of Manufacturing Processes and HSSE legislation
• Solid experience in Quality Assurance Management and Quality Assurance Systems.
