Request For Expression Of Interest Provision Of Professional Consultation And Tax Advisory Services And Provision Of Concrete Equipment Rental Services

Daqing Oilfield Construction Group Co., Ltd. (hereinafter as DOCG), as a CONTRACTOR for onshore Marine Terminal and Storage Facilities of EACOP Project, invites experienced and reputable Service Providers that have demonstrable capability, willingness, ability and availability to express their interest in providing the above mentioned Services for the EACOP projects.

The EACOP Project development involves the engineering, procurement, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania.

There are two (2) planned Packages, Interested and qualified companies may apply either of the packages or both BRIEF DESCRIP­TION OF THE SCOPE OF THE SERVICES:

Package 1: Provision of Professional Consultation and Tax Advisory

Services! MST-TZ-20240805-001)

The scope of services shall include but not limited to;

1. Provide professional consultation and advisory services in compliance with the Tanzania Tax laws.
2. Identify potential audit issues and develop strategies to address them.
3. Assist in preparing necessary documentation and responses for the auditors.
4. Provide professional representation during audit meetings and negotiations.
5. Negotiate on behalf of our company to resolve any tax disputes or disagreements.
6. Analyze the audit results and advise on any additional tax liabilities or refunds

MINIMUM REQUIREMENTS:

Service Providers expressing their interest are invited to document

their request with:

1. Company Profile;
2. Proof of registration with the Tanzania Revenue Authority(TRA).
3. Certificate of Registration and Extract (BRELA), TIN Certificate, Valid Business license and relevant permits.
4. Tax Clearance Certificate for the latest year available.
5. An experience list for similar services provided to OIL & GAS INDUSTRY in the last Three years, especially in tax exempted projects;
6. Compliance with petroleum (local content) regulations, 2017 and local company definition for Tanzania.
7. Proof of registration/application to Local Supplier Service Provider (LSSP) database, or an approved application at the time of submission of the response to this expression of interest is strongly recommended.

Package 2: Provision of Concrete Equipment Rental Services (MST-TZ-20240805-002)

The scope of services will be provision of construction equipment rental services, including but not limited to:Mobile Crane, Truck, Scissor lift, Batching plant, Concrete mixer trucks, nitrogen generator and other construction equipment. The equipment should be in good condition, either new or manufactured within the last three years.

MINIMUM REQUIREMENTS:

Service Providers expressing their interest are invited to document their request with:

1. Company Profile;
2. Proof of registration with the Tanzania Revenue Authority(TRA).
3. Certificate of Incorporation (BRELA), TIN Certificate, Valid Business license and relevant permits.
4. Tax Clearance Certificate for the latest year available.
5. A proven track record of experience in providing similar services in the last 3 years;
6. ISO 9001:2015,ISO 14001:2015, OHSAS 18001( ISO 45001:2015) OR Equivalent certificates
7. OSHA Compliance Certificate
8. Self owned batching plant and Concrete Mixers and capacity of establishing batching plant on site.
9. Other certificates and Permits required by the Government
10. Compliance with petroleum (local content) regulations, 2017 and local company definition for Tanzania.
11. Proof of registration/application to Local Supplier Service Provider (LSSP) database, or an approved application at the time of submission of the response to this expression of interest is strongly recommended

Interested Service Providers with the capacity to providthe services listed above should express their interest in English language by sending the above documents for package 1 to Sunchao@docgi.cn , suchenghe@docgi.cn; zahara.chaildo@docgi.cn and for Package 2 to pq@docgi.cn(not exceeding 20 MBs) on or before 17:00 hours East African Time (EAT), on 18th /August/2024. Subject of the email should be MST- TZ-20240805 [Package No.]- EOI- [SERVICE PROVIDER NAME].

Service Providers satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Disclosure Agreement (NDA), a detailed pre-qualification questionnaire for further evaluation by DOCG.

Note: DOCG reserves the right not to consider Service Providers that submit an incomplete dossier. Only prequalified Service Provider will receive invitation to submit bids in furtherance of the call for tender process.
