ROAD SAFETY AUDITS OF SELECTED REGIONAL ROADS IN LINDI, GEITA
AND TANGA REGIONS, TENDER NO: AE/001/2024-25/HQ/C/49

 

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES- FIRMS SELECTION)

 
  1. This request for Expression of Interest follows the General Procurement Notice for the Tanzania Roads to Inclusion and Socioeconomic Opportunities (RISE) that appeared in the UN Development Business Online No. WB-P890351-12/21 of 14th December, 2021.
  2. The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Tanzania Roads to Inclusion and Socioeconomic Opportunities (RISE) and intends to apply part of the proceeds for Consultancy Services for Undertaking People Centered Road Safety Audits of Selected Regional Roads in Lindi, Geita and Tanga Regions, Tender No: AE/001/2024-25/HQ/C/49.
  3. The Consulting Services (“the Services”) shall include undertaking the people-centered road safety audits (PCRSAs) both at Preliminary design stage (RSA Stage 2) and Detailed Design stage (RSA Stage 3) of selected regional roads in Lindi, Geita and Tanga regions in line with the requirements of National Laws and the World Bank Environmental and Social Framework (ESF) as well as People Centered Design principles, deploying about 32 professional staff months.
  4. The detailed Terms of Reference (ToR) for the assignment can be found at the following website: http://www.tanroads.ao.tz.
  5. Within this context, the Consultant shall be entrusted with the following responsibilities as described in the Terms of References (TOR) for the Assignment:
  • undertake a field inspection to see how the road design proposal interacts with its surroundings and nearby roads, to visualize potential impediments and conflicts for road- users. The field inspection shall essentially be organized during the daylight. However, it would be ideal to also conduct field inspection at night time. The audit team, while conducting field inspection, shall briefly engage with key road-users, schools, medical facilities, shops, etc. to better understand the access pattern of various road-users and any underlying road safety concerns. Photographs shall be taken to include them in the PCRSA report, for better explanation of road safety findings,
  • prepare the PCRSA report. The TANROADS staff seconded to support the PCRSA / accompanied the PCRSA, shall be involved in the report preparation process for capacity building reasons. The report shall clearly explain the audit’s road safety findings, and recommendations on how the identified road safety deficiencies may be addressed. Photographs shall be used to visibly explain the findings and recommendations. The location (chainage) shall be precisely mentioned against each safety finding, and
  • organize a completion meeting, where the Consultant shall present the PCRSA findings and recommendations to the client (road agency), design consultants and ESIA consultants
  1. Tanzania National Roads Agency (TANROADS), an Executive Agency of the Ministry of Works and Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: –
  • . Core business of the firm and years in business,
  • . Experience in similar assignments in the last ten (10) years, Information to be provided

should include name of assignment, name and full contact address of the client, contract

value (in equivalent US dollars) and period (dates) of execution of assignment.

  • . Experience in undertaking similar assignments in Africa or developing countries, and
  • . The Technical and Managerial capability of the firm (provide only the structure of the

organization, general qualifications and number of key staff). Do not provide CVs of staff.

 

Key experts will not be evaluated at the shortlisting stage.

  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.
  3. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

  5. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
  6. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) on or before 10:00 hours local time on 12,h September 2024, clearly marked “EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR UNDERTAKING PEOPLE CENTERED ROAD SAFETY AUDITS OF SELECTED REGIONAL ROADS IN LINDI, GEITA AND TANGA REGIONS, TENDER NO: AE/001/2024-25/HQ/C/49”. The firms that will submit their EOls via e-mail must get confirmation of the receipt of their documents.
