CONSULTANCY SERVICES FOR SUPPORTING TANZANIA PORTS AUTHORITY ORGANISATIONAL REVIEW AND PROMOTION OF PRIVATE SECTOR PARTICIPATION

The Tanzania Ports Authority (TPA) secured credit from the World Bank towards the cost of the DAR-ES-SALAAM MARATIME GATEWAY PROJECT, and intends to apply part of the proceeds for consulting services.
The main consulting services (“the Services”) will be to conduct a comprehensive review of the existing regulatory framework for Tanzania Ports Authority as well of its institutional/organizational framework and to subsequently recommend changes in TPA’s regulatory framework, if needed, and organizational structure that would allow it to conduct its business as Landlord efficiently and effectively while identifying those activities that could be done as Public Private Partnerships (PPPs) to enhance private sector participation in the port sector.

The specific objectives under this project include the following:
(i) Review the approved regulatory framework and structure of TPA with the cardinal role, mandate and functions; and review the current organizational structure of TPA;
(ii) Conduct a Situational Analysis of TPA’s operational strategy;
(iii) Review and provide a summary of the different organizational structures for ports in the region indicating strengths and weaknesses.
(iv) Propose and analyze restructuring options including the organizational structure that are likely to enhance port operational efficiency;
(v) Design the preferred model for the proposed option agreed;
(vi) Develop Terms of Reference for operationalization of the preferred option.
The TPA now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants should indicate their core business and years in business. The shortlisting criteria are:
(i) The Consultant should be in related business for at least ten years
(ii) The Consultant must have undertaken at least two (2) related assignments for large scale organizations like port authorities.
(iii) The firm should have managed 2 contracts of at least USD 300,000 in the last ten years
(iv) The firm should also indicate the availability of technical staff for the assignment as per TOR.
Note: Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications (firms in associations should indicate either “Lead”, “JV Partner” or “Sub Consultant”).
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
