The United Republic of Tanzania through Revolutionary Government of Zanzibar has received financing from the African Development Bank toward the cost of the Support for Skills Development and Youth Employment in the Blue Economy Project (SEBEP), and intends to apply part of the agreed amount for this fund to payments under the contract for consultancy services for Design Review and Technical Supervision of the Construction of Vocational Training Centres.
The services include Detailed Design Review and Construction Supervision for above mentioned project which will be implemented through construction of 5 vocational training contracts with an estimated construction duration of 24 months for each Lot with 12 months for Defect Liability Period (DLP). It is assumed that the total involvement of the consultant/ duration of the contract will be 37 months. The consultant must calculate and propose the necessary personnel and the period of their involvement for the DLP.
The consultant shall review the designs and all relevant documents required for accomplishment of the project. The consultant shall provide approved construction detailed drawings Architectural, Structural, and Services (Electrical, Plumbing, Firefighting Infrastructure, ICT and Security System) in order to acquaint with the design and advice of any enhancement in terms of construction methodologies, green building and project implementation. Furthermore, the consultant will review tender documents with other related project documents for the purpose of identifying any omissions/additions, which compromise or supplement the completeness or consistency of the design together with the review of Bills of Quantities, and Specifications.
The Consultant shall be fully responsible for supervision of the construction works from beginning (site handover) to the successful completion (practical completion) including the defect liability period (final completion) as specified in the contract.
The Ministry of Education and Vocational Training Zanzibar now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
The shortlisting criteria will be Core business and 10 years in business, Relevant similar experience as at least Three (3) similar assignments in the past 10 years – information to be provided should include name of assignment, name and full contact address of the client, contract and period (dates) of execution of assignment, Demonstration of experience of working in similar conditions, Technical and managerial capability of the firm, general qualifications, and number of key staffs.
A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) method set out in the AfDB Procurement Requlations.
Eligibility criteria to be used for establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy Framework dated October 2015, which is available on the Bank’s website at http:/www.afdb.org.
Borrowers are under no obligation to shortlist any consultant who expresses interest.

Expressions of Interest must be delivered in a written form to the address below (in person or by mail) by 14th June 2023, and mentioned on the envelope “Consultancy Design Review and Technical Supervision of the Construction of Vocational Training Centres at Bweleo, Jendele, Mangapwani, Micheweni and Chambani in Zanzibar”, the firms that will submit their REOI via e-mail must get confirmation of the receipt of their documents from the Project Coordinator, SEBEP Project.
