This announcement is a call for Request for Application (RFA) is seeking to award a grant to an NGO, Civil Society Organization (CSOs) to undertake an artisanal fishing pattern mapping survey along the northern Tanzania Mainland coast. The objective of the activity is to generate systematic baseline data to incorporate into multi-parametric marine spatial analysis to identify priority marine areas for protection and management.

Geography coverage and target.

The overall target area covers the nine collaborative fisheries management areas (CFMAs) in nearshore waters of Southern Tanzania Mainland.

Eligible Recipients:
• Applicants must be a non-governmental organization (NGO) or CSO registered and formally constituted in Tanzania (both Mainland or Zanzibar), recognized by and in good standing with appropriate authorities, and compliant with all applicable civil and fiscal regulations.
• Applicants may only submit one application per prime organization under this RFA.
• Applicants must be able to demonstrate successful past performance in implementation of focus group-based social science surveys with coastal fishing communities in Tanzania Mainland or Zanzibar. Organizations having recent or ongoing project engagements on fisheries co-management with coastal communities in the target districts and CFMAs will have an advantage.
• Applicants may submit an application covering the whole target area, or covering specific districts only, depending on their area of engagement and interest.
• Applicants should assemble an implementation team with the following minimum requirements:
• A Team Leader with: (a) a Master’s degree or PhD in social science, fisheries science or other relevant discipline; (b) at least 10 years’ experience leading similar social science research studies in Tanzania; (c) significant, demonstrable experience undertaking research or other project facilitation in coastal fishing communities in Tanzania; (d) significant demonstrable experience writing high-quality technical reports for international donors or organizations or other international audience; (e) written and spoken fluency in Kiswahili and English;
• Fisheries Specialist: (if team leader is not a fisheries specialist) with (a)a Masters’ degree or higher in fisheries science or related discipline; (b) at least 10 years’ experience in similar fisheries-related social science studies in Tanzania; (c) significant, demonstrable experience facilitating engagement with coastal fishing communities in Tanzania; (f) written and spoken fluency in Kiswahili and English;
• Facilitators: 2 to A other team member with significant, demonstrable facilitation skills and significant, demonstrable experience working with coastal fishing communities in Tanzania. Depending on how focus groups will be organized, it is emphasized that information capture from focus groups during this assignment will require close facilitation, and might also call for concurrent groups to be working simultaneously.
• Applicants must display sound management in the form of financial, administrative, and technical policies and procedures and present a system of internal controls that safeguard assets; protect against fraud, waste, and abuse; and support the achievement of program goals and objectives. USAID Heshimu Bahari will assess this capability prior to awarding a grant.
• For any grant award(s) resulting from this solicitation that is other than in-kind, equivalent to $25,000 USD or more, and has no anticipated subawards, grantees will be required to provide a Unique Entity Identifier (UEI) at the time of award. If the applicant already has a UEI number, it should be included in their application. Otherwise, applicants will be expected to get a UEI number before an award is made. USAID Heshimu Bahari will assist successful applicants with this process.
• The project will work with the successful grantee to draft a marking and branding plan which will be annexed to the grant agreement.
• Faith-based and community groups will receive equal opportunity for funding in accordance with the mandated guidelines laid out in ADS 303.3.28 except for faith-based organizations whose objectives are for discriminatory and religious purposes, and whose main objective of the grant is of a religious nature.

Funding:

Fisheries pattern mapping grant for the entire area will be awarded up to the maximum of $ 150,000 for the period of no more than four months.
