Request for Expression of Interest for Provision of MLBV-LLHT Hydrology Services tenders at China Petroleum Pipeline Engineering Co., Ltd. (CPP)

China Petroleum Pipeline Engineering Co., Ltd. (CPP), the contractor for the East African Crude Oil Pipeline (EACOP) Project, invites experienced and reputable contractors to express their interest in providing MLBV-LLHT hydrology services for the EACOP Project.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline transporting crude oil from Uganda to Tanzania. The pipeline will span 1,443 km, with 1,147 km of the route in Tanzania.

Brief Description of the Scope of the Services:

The services will include the amendment and update of the finished MLBV Hydrology Study Report for relocated MLBV-LLHT. The key tasks involved are as follows:

• Tidal and Fluvial Analysis: Conducting an analysis of tidal and fluvial conditions for both relocated and unchanged locations that are classified as at risk.
• Pluvial and Ground Water Analysis: Analyzing pluvial and groundwater conditions at specified locations.
• Designing of Flood Protection Measures: Designing flood protection and erosion control measures for at-risk locations within the Right of Way (ROW) and At Temporary Work Sites (ATWS).
• Surface Water Runoff Assessment: Verifying the water volumes that require management and defining catchment areas for the assessment.
• Site Survey and Data Acquisition: Conducting surveys and acquiring the necessary site data for design.
• Design Submission and Modifications: Submitting the completed design documents to CPP and EACOP for review and approval, and revising designs based on feedback.

After the contract signing, the consultant will be required to complete the detailed hydrology design drawings within 60 calendar days and submit the results.

Minimum Requirements for Interested Contractors:

Companies or organizations expressing interest must document their submission with the following:

1. Proof of registration with the business registration and licensing agency (BRELA).
2. Proof of registration with the Tanzania Revenue Authority (TRA) and the latest Tax Clearance Certificate.
3. Proof of registration/application to the EWURA Local Supplier Service Provider (LSSP) database is strongly recommended.
4. Compliance with Petroleum (Local Content) Regulations, 2017, and the Local Company definition for Tanzania.
5. A fully filled Key Personnel list with CVs and an Equipment list in the required format.
6. Similar supplying experience within the last three years in the requested format.
7. Copies of ISO certificates (ISO 9001, ISO 45001, ISO 14001, or equivalents).
8. Demonstrated capacity to implement the services requested.
