Introduction

East African Crude Oil Pipeline (EACOP) LTD (“EACOP LTD”) invites experienced and reputable companies to express their interest in providing Security Guard and Receptionist Services to the EACOP Project.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from Lake Albert, Uganda, to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale, Hoima District, Uganda, to the Chongoleani Peninsula, Tanga, Tanzania.

• Total pipeline length: 1,443 km
  • Uganda section: 296 km
  • Tanzania section: 1,147 km
• The pipeline will traverse 8 regions in Tanzania:
  • Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara, and Tanga
• It will cover 27 administrative district councils and 231 villages.

Brief Description of the Scope of Services

1. Provision of 24/7 manned guarding services for office premises in Tanzania.
2. Provision of reception services during normal office hours (English-speaking).
3. Provision of security control room monitoring services 24/7 (English-speaking).
4. Provision of a dedicated security supervisor.
5. Provision of security information reporting services for the East African Region, particularly Tanzania and Uganda.

Minimum Requirements

Companies expressing interest must submit documentation demonstrating compliance with the following requirements:

Certifications & Compliance

• ISO 18788 Certification.
• Proof of commitment to upholding the Voluntary Principles on Security and Human Rights (VPSHR).
• Proof that hiring practices exclude personnel involved in human rights violations.

Operational & Training Capabilities

• Demonstrated capacity to manage security operations and provide necessary training.
• Evidence of implementing a Corporate Social Responsibility (CSR) policy in line with national labour regulations.
• Sample training materials for security guards, receptionists, security control room (SCR) operators, and supervisors.
• Sample incident investigation and reporting procedure templates.
• References from previous similar service engagements.

Legal & Financial Requirements

• Certificate of Incorporation and recent BRELA search (attach a copy).
• Valid Business License.
• Proof of registration with the Tanzania Revenue Authority (TRA) and a valid Tax Clearance Certificate (latest year available).
• Financial capacity to provide the required services, including submission of financial accounts for the past three years.

Regulatory & Industry Compliance

• Proof of Anti-Corruption, Anti-Bribery, Compliance, and Human Rights policies.
• Proof of registration with EWURA Local Supplier Service Provider (LSSP) database or an approved application at the time of submission.
• Compliance with Local Content Regulations, 2017 and Local Company Definition.
• Evidence of a QHSE Management System in compliance with applicable local and industry standards.

 Statements of Expression of Interest (EOI) should be between 10-20 pages and must be submitted in English.

Selection Process

EACOP LTD will review and assess the submitted documents based on internal criteria. The shortlisted companies will be pre-qualified and will receive an invitation to bid upon signing a Non-Disclosure Agreement (NDA).

EACOP LTD reserves the right to select or reject companies at its sole discretion without providing reasons for its decisions.
