Swisscontact is an international NGO registered in Tanzania under the NGO Act number 24 of 2002 with registration number I-NGO/R/0841. Currently, our offices are in Morogoro, and we are implementing the Skills for Employment Tanzania (SET) project funded by the Swiss Agency for Development and Cooperation (SDC) under the bilateral agreement with the Ministry of Education, Science and Technology (MoEST), and the Empower Her Through Skills project funded by a private donor in Switzerland. Both projects aim at improving the prospects of gainful youth (self) employment by contributing to improved access, relevance, and quality of Vocational Skills Development (VSD) for vulnerable youth and women.
Swisscontact Tanzania invites eligible, qualified, and experienced firms/tax consultants to express their interest in reviewing Swisscontact’s tax and accounting records to ascertain the level of compliance with relevant tax laws.
The tax review will cover corporate income tax, employment taxes, withholding tax (WHT), and stamp duty for the years of income ending 31st December 2022 to 31st December 2023. To achieve the goals set out above, we propose the assignment to be carried out in two stages: Review and identification of exposures/compliance review; and quantification of identified exposures.
The engagement of the successful firm/consultant will be for a period of one (1) month starting on 25th November 2024.
The review’s objective is to ascertain whether the organization has complied with statutory provisions, rules, regulations, and directives concerning income tax, including the timely submission of accurate returns, the payment of provisional/assessed taxes, responding to queries, and the maintenance of adequate records.
The review will cover different categories of staff based on the sample test checks, finance and human resources team discussions, and review of policy documents and employment contracts.
The withholding tax review will entail the reviewing of withholding tax returns, remittances, and bi-annual statements, reviewing withholding tax certificates to ascertain if they relate to the payments made; and reviewing withholding tax issues on any other applicable payments, such as professional services and rent, and timely remission of the withholding tax to the revenue authority.
Based on a sample of transactions, you will review the stamp duty procedure and documentation concerning service contracts, lease agreements, and partnerships to determine whether the organization complies with the provisions of the Stamp Duty Act.

The proposed consultant should quote the professional fees and other related costs for the assignment. Reasonable reimbursement costs should be included, detailing what they cover. Fees should be quoted either in TZS or in USD.
