 Background

Land O’Lakes Venture37 (Venture37) is implementing the Dairy Nourishes Africa Building Inclusive Livelihoods through Dairy (DNA-BILD), Tanzania Inclusive Processor-Producer Partnerships in Dairy (TI3P) and Accelerated Innovation Delivery Initiative – Livestock (AIDI-L) projects in Tanzania.

• DNA-BILD’s ambition is to transform East Africa’s dairy industry by creating vibrant ecosystems of farmer-allied and environmentally sustainable enterprises that improve nutrition, enhance livelihoods, and stimulate inclusive economic growth.
• TI3P works to transform Tanzania dairy sector through enterprise acceleration, sustainable increase in farmer production, demand generation, strengthening operating environment and improved gender equity for ultimate impact on improved nutrition, economy and livelihood of low-income population of Tanzania.
• AIDI-L is a private sector-led, women and youth focused, livestock-based intervention aimed at contributing to improved food and nutrition security and rural incomes through poultry.

Venture37 is seeking one or more Preferred Providers to supply vehicle hire and driver services in four locations in Tanzania.

 1) Item and Quantity

Venture37 seeks to engage businesses that can provide vehicle rentals with licensed drivers. Businesses must be able to supply vehicles and drivers meeting the following specifications:

1.            Company has been operating for a minimum of 2 years in professional transportation

2.            Registered commercial vehicle – with proof of registration and legal ownership/title

3.            Drivers must have class C license minimum

4.            Closed Body Vehicle

• Seating 5-8 Passengers
• Includes Seatbelts for each passenger
• 4-Wheel or All-Wheel Drive

1.            Open Bed Truck

• Seating 2-5 Passengers
• Includes Seatbelts for each passenger
• 4-Wheel or All-Wheel Drive
• Includes necessary straps and supplies to secure cargo in the bed for transport

1.            Minibus (not required to submit bid / occasional use)

1.            Seating up to 25 Passengers

2.            Includes Seatbelts for each passenger

2) Service Areas

Vehicle hire and driver services are required in one or more of the following regions: Arusha, Dar es Salaam, Dodoma, and Tanga.  Businesses may submit bids to provide services in one or more of these service areas.

3) Price

Prices must be net, less any discount offered, and quoted in Tanzanian Shillings.

4) Validity

It is anticipated that preferred provider agreements will be issued for a 13-month period starting December 1, 2024 and extending through December 31, 2025.  Price offers must therefore be firm and valid for the entire 13 months of the anticipated agreement.

5) VAT/Taxes

Bidders are requested quote VAT amounts separately, if applicable.

6) Payment

Payment will be made within 30 days from date of service, subject to receipt and approval of any supporting documents delivered in good order by the seller.

Award will be made to the bidder(s) that are scored highest on the following criteria:

Land O’Lakes reserves the right to accept or reject any offer or cancel or reissue this RFQ without assigning any reason.

Selection as a preferred provider does not guarantee any minimum order amount, and Venture37 reserves the right to procure goods or services from any provider, regardless of whether they are included on a Preferred Provider List, at its sole discretion.

 9) Vehicle specifications*

• Vehicles with capacity to carry at least 4 passengers
• Vehicles with capacities to work in the field roads (4×4)
• Vehicles’ year of manufacture should be 2000 or newer
• Vehicles with valid documents: Insurance, vehicle inspection certificate/technical control.

10) Submission of Quotations                                                                                                                         

Email quotations, indicating the RFQ number in the subject line, to:

 Quotations should consist of:

• Price offer, using the template in Annex 1
• Business Registration Documents
• TIN Registration
• Proof of ownership and insurance of at least two vehicles of the required specifications
• Addresses of Rental Facilities
• List of vehicles at each location, including production year, make/model, condition, and other relevant specifications
• List of staff drivers including qualifications (licensing and years of experience driving professionally in the service area)
• Photos of vehicles currently owned by the bidder that meet Venture37’s requirements

11) Expenses relating to submission of quotation

Issuance of this RFQ in no way obligates Venture37 to award a contract or purchase order and bidders will not be reimbursed for any costs associated with the preparation of this bid.  All preparation and submission costs are at the bidder’s expense.
