JOB DETAILS:
POSITION IN THE ORGANIZATION:
* No direct subordinates or staff management responsibilities
MISSION AND JOB DIMENSION:
* The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project.
* The project contracting strategy entails 8 main packages (EPS, EITS, Thermal Insulation, Line pipes, LLIs POs, Stations, Pipeline and Terminal construction activities) to be executed thru 15 different direct main contracts. An EPS contractor will oversee Detailed Engineering, Procurement and Supply.
* EACOP direct personnel, including partners secondees, mobilized in, Tanzania, Uganda will be more than 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including contractors, expected to be mobilized across the various sites for construction activities.
ACTIVITIES:
• Responsible for the administration, distribution, publishing and updating of the controlled all documents and Deliverables for EITS logistics activities, using the EACOP Electronic Data Management System, to various parties.
• To set-up documents workflow / distributions matrix for document to be issued by MLC in coordination with MLC Document person in charge
• Liaise with EACOP document control Leader for managing interfaces documents
• Responsible for receipt, registration, distribution, filing and archiving of incoming documents from MLC Contractor.
• Liaise with MLC to receive, transmit and administer technical/Logistics documents through transmittal notes
• Ensure accurate reporting of her/his activities within the MLC Project Control` Leader
• Filing of all EACOP Logistics correspondence (letters, memos, transmittal notes etc.), maintaining EACOP Electronic Data Management System up to date
• Follow-up and keep up to date all latest revisions of the COMPANY / project typical documents (templates, presentations, pictures, etc.).
• Prepare slides when necessary for presentations or meetings.
• Assist the EACOP Logistics team members to maintain an organized filing system in line with the EACOP project filing plan.
CONTEXT AND ENVIRONMENT:
• The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
• The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
• The field-based positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8x2 rotation, 6 workdays per week, 10-hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.
ACCOUNTABILITY:
• To ensure accuracy and completeness of logistics Documentation.
• To provide EACOP Logistics Management with insightful documentation reports that effectively allow early identification of deviation, delay with the documentation issuance and implementation of remediation plans where required.
• Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
• Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
• Supporting and coordination EACOP project teams processes.
QUALIFICATIONS AND EXPERIENCES REQUIRED:
• Technician, or equivalent with sound knowledge in Documentation management through EDMS
• Minimum 5 years of experience in Oil & Gas Industry and minimum 5 years with similar large-scale projects & environment.
• Ability to work under pressure and stressing conditions.
• Team spirit and adaptability to an international work context.
• Ability to work in a multi-cultural business environment.
• Good interpersonal and communication skills.
• Fluent in English (speaking and writing).
