Position Description:
SI is seeking two Subject Matter Experts (Nutritionists) to support the Principal Investigator in conducting the Lishe Endelevu Endline evaluation.
The Subject Matter Experts (SMEs) must be English and Kiswahili speakers with extensive evaluation expertise in the public health and nutrition sectors. She/he will support the Principal Investigator through all stages of the evaluation, in generating all key deliverables including a Design Report, Draft Evaluation Report, Final Evaluation Report, and other key knowledge products. The SMEs will support the PI in data collection to all stakeholders along with a locally based co-PI and a Data Analyst. SMEs will work under the guidance of the PI and Senior Assessment and Evaluation Specialist in Tanzania and SI’s Project Director in Washington DC.

Responsibilities:
The Subject Matter Experts will:
• Work collaboratively with the Principal Investigator, co-Principal Investigator, T-MELA’s Chief of Party and Senior Assessment and Evaluation Specialist.
• Conduct desk review, initial stakeholder consultation, and identify additional information/analyses required.
• Prepare and finalize evaluation design, methodologies, analysis strategies, work plan, and timelines to USAID and partners.
• Conduct qualitative data collection efforts, consultation with implementing partners based upon research/logistical needs.
• Perform Qualitative and quantitative data analysis and iteratively develop findings, conclusions, and recommendations.
• Write the evaluation report in coordination with PI, taking into consideration feedback from a preliminary findings session
• Support the PI in the preparation of the key findings, conclusions, and recommendations to USAID, key stakeholders, private sector, and research users following SI’s and USAID’s standards.
• Support the PI in responding to USAID and T-MELA’s comments and feedback and deliver high-quality deliverables that meet USAID and SI’s standards.
Deliverables:
Support Principal Investigator in the production and management of the following:
1. Final Evaluation Design: A detailed, full evaluation design and workplan following an initial consultation with USAID that will include chosen methodologies, and data collection tools.
2. Kick off meeting/Inbrief: A PowerPoint/Google Slides presentation summarizing the Inception Report for USAID/T-MELA and key partners prior to the launch of data collection.
3. Findings Conclusions and Recommendations (FCR) Matrix: An analysis tool through which data is triangulated and findings, conclusions, and recommendations specific to each research question are produced. Two FCR matrixes are expected, a preliminary document after the first full week of data collection, and a final matrix at the end of the data analysis period.
4. Outbrief: The team will present the key findings, conclusions, and recommendations to the wider USAID/Tanzania Mission through a PowerPoint/google slides presentation. The SME is expected to support the PI in updating this PowerPoint after the final report.
5. Draft Report: A draft report with fully developed findings, conclusions, and recommendations, no longer than 30 pages excluding annexes, will be submitted to the T-MELA COP who will submit to the USAID COR for T-MELA activity. The format will include an executive summary, table of contents, methodology, findings, and recommendations. USAID/T-MELA and key local stakeholders will provide comments on the draft report.
6. Final Report: The team will submit a final report that incorporates responses to USAID’s/partner’s comments and suggestions. The report will be submitted electronically in English. The report will be disseminated within USAID and key stakeholders.
Qualifications and Skills:
1. Education:
1. A minimum of a master’s degree in nutrition, Public Health or a related field. A Ph.D. is preferred.
2. Work Experience:
1. At least 7-10 years of experience in nutrition or public health program implementation, evaluation, assessments and studies preferably in Tanzania.
2. Proven experience in conducting endline evaluations for nutrition or public health programs, particularly in low-resource settings.
3. Demonstrated experience in providing technical assistance to government agencies, NGOs, and other stakeholders in nutrition or public health initiatives.
3. Qualitative Methodology and Data Analysis:
1. Expertise in designing and conducting qualitative research studies, including focus group discussions, in-depth interviews, and key informant interviews.
2. Proficiency in using qualitative data analysis software such as Dedoose, NVivo, or MAXQDA.
3. Experience in developing codebook, analyzing qualitative data and synthesizing findings into actionable recommendations to inform new design.
4. Knowledge of various qualitative research methodologies and ability to select appropriate methods for specific research questions and contexts.
4. Quantitative Methodology and Data Analysis:
1. Strong background in designing and implementing quantitative surveys, such as household surveys or facility assessments.
2. Proficiency in using statistical software packages, such as SPSS and/or STATA for data management and analysis.
5. Cultural Competence and Language Skills:
1. Fluency in English and Swahili, both written and spoken, to effectively communicate with project stakeholders and conduct research activities.
2. Familiarity with the local culture, customs, and social norms in Tanzania to ensure culturally sensitive research practices and interpretation of findings.
6. Other Skills and Qualifications:
1. Excellent interpersonal and communication skills for building rapport with research participants and working collaboratively with project stakeholders.
2. Strong report writing and presentation skills to disseminate evaluation findings and recommendations to diverse audiences.
3. Ability to work under tight deadlines and manage multiple tasks simultaneously.
4. Willingness to travel to remote project sites within Tanzania, as needed.
