JOB DETAILS:
PCT owns and operates a pyrethrum processing factory in Mafinga. Mufindi District- Iringa region, Tanzania. PCT is seeking to fill the position of Procurement & Supplies Officer.
The primary purpose: This position will support implementation of procurementand supplies system adapted by the Pyrethrum Company of Tanzania based on fundamental procedures and policy in place. It will also establish a reasonable and appropriate lead- time for ordering and delivery of goods and services as directed by the Deputy General Manager. This position also creates value for the company by ensuring all items and equipment are ordered and delivered based on quality and value for money and to ensure goods and services for the companyruns efficiently and effectively obtained in quality and quantity, thus helping the company meet its production and quality goals. .
ESSENTIAL DUTIES and RESPONSIBILITIES Include the following.
• Implementing a procurement system adapted by the Pyrethrum Company of Tanzania based on fundamental procedures and policy in place.
• Preparation, coordination and implementation of a consolidated annual procurement plan and ensure user departments adhere to it in line with the approved budgets.
• Coordinate the receipt, opening and evaluation of quotations, tenders or proposals for goods and services or works.
• Establish a list of honest and reliable (accredited) suppliers for PCT within Tanzania
• Establish a reasonable and appropriate lead-time for ordering and delivery of goods.
• Manage tracking of all outstanding PRs and POs.
• Liaising with suppliers and shipping department to ensure that goods are supplied in a timely manner.
• Design and implement internal controls within the purchasing/ procurement system of the field offices in Mbeya, Makete and North Zone.
• Provide price list and quotes to Departments Managers quarterly and also liaise with Dar Office for procurement and supplies.
• Maintain and update a price list and list of potential suppliers and their qualification, delivery time and potential future development for procurement purposes.
• Ensure that products and supplies are of high quality and value for money and ensure that substandard products are not accepted
• Negotiate the best deal for pricing and supply contracts
• Develop plans for purchasing of equipment, services and supplies
• Review and analyze all vendors/suppliers supply, price options and maintain records of purchases, pricing and other important data
• Reviewing the supply chain to ensure it is efficient and effective
• Create and maintain good relationship with suppliers
• Maintain files and records for all procurement processes, tenders, procurement evaluations, contracts, purchase orders and all correspondences relating to the procurements
• Assist, estimate and establish cost parameters and budgets in regard to procurement at the field level.
• Monitor and submit procurement invoices, contracts and LPO’sfor payment processing to the Finance Department.
• Verify purchase requests and purchase orders before forwarded for further action.
• Liaise with the Finance Department on follow-up of POs and PRs

Preferred Qualifications and Education: Degree in Business Administration or Procurement and Logistics Management.
Professional Qualification – Registered with Procurement and Supplies Professionals and Technician Board(PSPTB)
Work Experience: Minimum Required: 2-3 years hands-on as a procurement officer or related position in a busy manufacturing or processing facility, constructions or Telecommunication industry.
