JOB DETAILS:
Duties
This position manages the delivery, issuance, storage, disposal, and inventory control of non-expendable supplies. The position is in the General Services Section and under the supervision of the Property Management Unit supervisor or designee.

Major Duties & Responsibilities
Inventory Control (60%)
• Responsible for managing the non-expendable inventory and making transfers and adjustments, as needed.
• Establishes and maintains appropriate minimum and maximum levels of non-expendable stock based on reports generated in
• Integrated Logistics Manament System (ILMS) Asset Management as well as post’s established policies, standards and practices.
• Conducts spot-checks of non-expendables on a routine basis to ensure non-expendable items are in correct locations and quantities are correct.
• Maintains accurate inventory non-expendables items in the ILMS Asset Management module, and prepares DS-584 document transfers for movements and disposals, as required.
• Notifies the non-expendables supervisor requests for replenishment of FAP items needed to support post operations in ILMS Ariba.
• Reports any damages or discrepancies in non-expendables in residences and the warehouse, and takes photos for documentation purposes.
• Alerts the Non-Expendables Supervisor and/or General Service Officer of suspected fraud or theft for proper handling.
• Responsible for routinely monitoring ILMS Expendables and subsequently approving, denying or canceling supply requests (based on the reasonableness of the request), making certain that all requests are complete, appropriately authorized and gathering any omitted information, if necessary.
• Occasionally required to serve as translator/interpreter.
• Record Keeping & Reporting (30%)
• Conducts and reports results for all non-expendables inventories as required by 14 FAM and other guidance from the State Department.
• Creates other non-expendables reports using ILMS Asset Module, as requested and/or in order to maintain proper inventory controls.
• Maintains property condition codes, item descriptions, service time and acquisition cost, and other data points in ILMS Asset Management module as needed.
• Responsible for monitoring the ILMS Asset Management module and Analytics portals in order to analyze available data regarding inventory, aging assets, issuance frequency, etc. and propose actions to the Non-Expendables Supervisor and/or General Service Officer regarding issues and/or improvements for same.
• Conducts the inventory of residences, upon arrival and departure of occupants.
• Provides critical support in conducting the Annual Inventory of Office and Warehouse spaces.
• Works with Non-Expendables Supervisor to prepare and record in ILMS Asset Management non-expendable items for auction.
• Monitors the ILMS Asset Management module in order to propose non-expendable items for disposal to the Non-Expendables Supervisor.
• Prepares in ILMS Asset Management Module all related forms and proper documentation as it relates to the disposal function of non-expendables.
• Updates ILMS Asset Management Module, as appropriate, after the disposal of non-expendable items.
• Warehouse Operations (10%)
• Ensures that safety standards and procedures are followed when conducting physical inventories and spot checks.
• Plans and participates in pre-inventory preparation as it pertains to non-expendables including drafting memos to customers announcing the annual inventory counting process and completing all transfers, adjustments, returns, items issues and item receiving.
• Incumbent is expected to pick up and deliver some property items and supplies, like welcome kits, as needed.

* Incumbent serves as an incidental operator of official vehicles and meets all requirements outlined in 14 FAM 433.

Qualifications and Evaluations
Requirements:
EXPERIENCE: A minimum of two (2) years of experience in Office Management or storekeeping is required.

JOB KNOWLEDGE: Job holder should have a general knowledge of local vendors and their procedures.

Education Requirements:
Completion of Secondary School (form IV) is required. Certificate in Storekeeping or Office Management is required.

Evaluations:
LANGUAGE: Level III (Good Working Knowledge) Speaking/Reading/Writing English is required. Level III (Good Working Knowledge) Speaking/Reading/Writing Swahili is required. (This may be tested)

SKILLS AND ABILITIES:
• Must be able to categorize and prioritize regular tasks, and special assignments accordingly (e.g., routine, priority, and emergency).
• Must be able to ensure adequate assets recordkeeping at all times.
• Must be able to make effective and ethical decisions in the event of discovering possible theft, waste, fraud or abuse.
• Must have a valid, current Class D driver’s license and must have had a valid driver’s license for a minimum of five (5) years.
• Must be able to lift up to 50 lb (23 kg)
