The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project between Uganda and Tanzania, opening a new value corridor between the two countries.
It consists mainly of a 1445km, a green field marine terminal with an export jetty and 150km of feeder lines from Upstream facilities which will tie-in to the EACOP project, scheduled to be completed in 2025.
Activities
The Tanks Construction Lead – Crude Storage Facility is responsible for ensuring the management of all works associated with delivering the Storage Facility to a final stage of receiving oil into the pipeline, is being maintained on schedule and within budget.
The Tanks Construction Lead – Tank Storage Facility is responsible for ensuring the delivery of the project in a safe manner, with minimum impact on the environment, the local communities, ensuring its delivery with quality standards as per project specifications, ensuring the management of the construction schedule including any mitigation plans are in place to offset any schedule slippage.
The Construction Lead – Tank Storage is responsible for construction relationships with MT site management, site workforce related to Tank Storage with Contractor and subcontractors. This includes ensuring of necessary permits be in place for the required works and have good awareness of schedule & budget. The Construction Lead will be managing construction activities of a Tank Storage EPC contractor.
A general overview and surveillance
• Maintain control of all operations, ensuring safety of personnel engaged in the Tank Storage facility.
• Carry out daily and weekly “look ahead” to include all works in the Tank Storage and the interfaces with the Marine terminal Contractor and his sub-contractors. (SIMOPS)
• Ensure that all works carried out have been fully risk accessed, and Method statements are available on-site with crew and the work crew have been fully briefed.
• Participate and conduct performance management reviews with the discipline leads.
• Promote and adhere to EACOP Safety Management System.
• Plan all craft discipline work in area of responsibility.
• Accountable for productivity and quality targets established for the scope of work within area of responsibility.
• Troubleshoot any constructability issues regarding engineering, material shortages etc.
• Troubleshoot construction issues in the field. Escalate to the Package Manager if required.
• Conduct any incident investigations within area of supervision, as required.
• Submit potential trend forms and track out of scope work utilizing the Change and Trend Management process.
• Perform work-site inspections monitoring safety and quality of work.
• Attend and participate daily in Production and Construction meetings to ensure progress is being communicated across the project.
• Meet daily with various departments including materials and equipment to arrange and ensure timely pickup or delivery of materials/equipment needed for the construction of the project.
• Review and submit daily timesheets and any other paperwork on behalf of the crew to appropriate internal personnel.
• Ensure daily progress reports have been submitted and signed.
• Understand and execute all aspects of a comprehensive safety program
• Interface with QA/QC personnel to address quality issues/progress
• Ensure compliance with specifications, procedures, and plans
• Monitor workforce productivity and progress relative to schedule
• Monitor environmental compliance, as required
• Interface with Project Controls for field level changes, e.g., scope, costs, etc.
• Provide on-site support to the Construction Site Lead as required
• Provide support for pre-commissioning/mechanical completion/systems completion
• Participate to H2SE, Quality and compliance Audits and other site surveillance activities
• Deput the Marine Terminal Construction lead when he is on leave.
Context and Environment
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 36 months after FID.
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.

QUALIFICATIONS & EXPERIENCE REQUIRED
• Degree in Engineering (Mechanical/Civil/construction related)
• Minimum of 15 years’ construction management experience in the Gas & Oil industries
• Must possess construction experience terminal facilities, Tanks and building serving Oil & Gas plants/units.
• Staff management experience (knowledge transfer)
• Excellent communications skills
• Advanced written and spoken English.
• Good Computer Skills – Word, Excel, Power point
• Competency in written/oral communication
• Attention to detail and high level of accuracy; analytical and problem-solving skills.
• Ability to travel as and when required.
OTHER OBSERVATIONS
• A strong communication, networking, collaboration, and well-developed team-working skills, especially in multi-discipline and multi-cultural teams.
• A full knowledge of project specific execution strategies, and the ability to develop them to meet challenging project objectives and deliverables.
• An ‘Incident Free’ mind-set, and be a role model for their project team (Direct/Indirect hires);
• A proven HSSE and QS/QC leadership in managing and delivering large complex onshore oil & gas projects.
