Tender Invitation: Consultancy Services for E-Learning Content Creation on Mutual Recognition Agreements in the EAC

The Common Market is the second regional integration milestone of the East African Community (EAC), which has been in force since 2010 in line with the provisions of the EAC Treaty. This integration follows the Customs Union, which became fully operational in January 2010.

Despite market access commitments in professional service markets, the lack of recognition of foreign qualifications and experience remains a core impediment to trade in professional services. This issue hinders the free movement of professionals across borders, both as individuals and as professional firms.

The signed Mutual Recognition Agreements (MRAs) by various professions within the EAC represent a significant step toward addressing this challenge. The MRAs currently cover professional accountants, architects, engineers, and veterinarians in countries that are signatories to various MRAs within the EAC. However, the limited understanding of MRAs impedes their effective implementation.

To address this knowledge gap, GIZ and the EAC are seeking a contractor to develop a self-paced e-learning course on MRAs. This course will serve as a valuable resource for professionals, regulatory bodies, and policymakers, enhancing their understanding of MRAs and their implications for professional mobility and regional integration.

The German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Tanzania and the EAC, have signed an agreement to implement the project “Leveraging Integration Frameworks for Trade in Services and CSOs in the EAC (LIFTED).” This project aims to increase trade in services (TiS) and facilitate mutual recognition of professional qualifications within the East African Community (EAC).

The Selected Consulting Firm Will Be Expected to:

  1. Design and develop a comprehensive e-learning course on MRAs, including the course curriculum, content, and assessments.
  2. Ensure the course is accessible, inclusive, and culturally sensitive.
  3. Integrate the course into a Learning Management System (LMS).
  4. Monitor and evaluate the course’s impact.

Therefore, GIZ Tanzania/EAC is inviting interested and capable firms from EAC partner states to tender for this project. The firm must have a strong network and demonstrate the necessary resources to successfully complete the task.

Interested firms should:

  • Request detailed tender documents from tz.procurement@giz.de no later than 24th February 2025.
  • Submit technical and financial proposals by email no later than 2nd March 2025.
