Tender Invitation: Consultancy Services for Formulating the 7th EAC Development Strategy under SEAMPEC II Project
The East African Community (EAC) is a regional organization mandated by the governments of the Republic of Burundi, the Democratic Republic of the Congo, the Republic of Kenya, the Republic of Rwanda, the Federal Republic of Somalia, the Republic of South Sudan, the United Republic of Tanzania, and the Republic of Uganda to lead the East African economic, social, and political integration agenda. Guided by its long-term development trajectory articulated in the EAC Vision 2050, the Community’s strategic planning is carried out through sequential five-year Development Strategies. These strategies provide a structured roadmap to address both ongoing and emerging priorities in alignment with the EAC Vision 2050.
As the current EAC Development Strategy (2021/22-2025/26) nears its conclusion, there is a recognized need for a successor strategy that builds on existing progress and adapts to new challenges and opportunities. Accordingly, the EAC Secretariat seeks a qualified consultant to assist in formulating the 7th EAC Development Strategy (2026/27-2030/31), which will guide the next phase of development for East Africa under the Terms of Reference outlined in this document.
The formulation of the 7th EAC Development Strategy will enable the EAC to prioritize initiatives, streamline implementation, and strengthen alignment with national, regional, and global frameworks, including the African Union’s Agenda 2063 and the United Nations Sustainable Development Goals (SDGs), with the goal of fostering an integrated, prosperous, and stable East African region.
The new strategy aims to build on past achievements while adapting to emerging challenges such as technological change, climate impacts, and shifting geopolitical dynamics, which could affect East Africa’s growth and stability. With the current strategy expiring in 2025/26, the new strategy will reassess and prioritize objectives to promote economic growth, improve infrastructure, and enhance social welfare. By aligning with frameworks like the National Development Plans (NDPs) of Partner States, EAC Vision 2050, AU Agenda 2063, and the UN SDGs, and involving broad stakeholder engagement, the strategy will ensure coordinated, inclusive development across the Community. Furthermore, it will establish benchmarks for monitoring progress, enhancing accountability, and measuring impact.
The “Support to East African Integration” programme focuses on the needs of the private sector as well as social aspects. The programme is steered by the EAC Secretariat and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). On the organizational development level, which supports capacity development at the EAC Secretariat, SEAMPEC II focuses on strategy development aimed at enhancing the implementation of EAC policies and strategies.
Therefore, GIZ Tanzania/EAC is inviting interested and capable consultancy firms from the African continent to tender for this project. The selected firm must have a strong network and demonstrate the necessary resources to successfully complete the task.
