A. BACKGROUND OF CONSULTANCY ASSIGNMENT/ PROJECT
i. Introduction
The World-Wide Fund for Nature Tanzania Country Office is implementing the Trillion Trees Program aiming at unlocking sustainable financing for Forest Landscapes Restoration. Trillion Trees (TT) is a major initiative conceived by Restore Our Planet, a UK-based environmental foundation. A group of three international conservation organizations – the Wildlife Conservation Society (WCS), the World-Wide Fund for Nature (WWF-UK & Tanzania) and BirdLife International (BLI) will implement the program.

The world’s forests face a host of threats, which often reflect the fact that forests and the services they provide are not adequately valued in decision making and economic policy frameworks. These pressures are well known and many major international initiatives are attempting to respond to them. Rather than competing with these existing global initiatives TT will support them in their aims, with a particular focus on enhancing the scale and effectiveness of implementation. Trillion Trees (TT) is just one part of the very significant global effort that is needed. The TT seeks to promote even higher levels of ambition regarding both outcomes and the mobilization of finance, and a longer-term vision.
ii. Background to FLR Initiatives in Tanzania.
Widespread deforestation and depletion of ecosystems have been a major concern to the government of Tanzania as their loss continues to threaten countries’ well-being. Deforestation in Tanzania is estimated at 469,000 ha annually, equivalent to over 43 million tCO2e per year. Furthermore, National Forest Monitoring and Assessment report projected the national annual wood deficit at 19.5 million m3 with annual demand and supply standing at 62.3 and 42.8 million m3 respectively.
In response to the above environmental challenges, Tanzania joined other African States in 2018 and pledged to restore 5.2 million hectares of degraded and deforested land under the African Forest Landscape Restoration Initiative (AFR100), a Pan-African initiative to restore 100 million hectares of degraded and deforested land in Africa by 2030. AFR100 contributes to the Bonn Challenge, a global effort to bring 350 million hectares of the worlds degraded and deforested lands into restoration by 2030. In contributing to this initiative, URT adopted Restoration Opportunity Assessment Methodology (ROAM), a tool developed by IUCN and the World Resource Institute (WRI), for assessing restoration opportunities on forest landscapes. ROAM provides a flexible and affordable framework for countries to rapidly identify and analyses restoration areas and to identify specific priority areas in Tanzania mainland and Zanzibar.
Moreover, FLR is WWF TCO’s overarching initiative for collectively supporting the URT toward its commitment to restore 5.3 million Ha (of which TCO commits itself to restore 50% of the nation’s target) to significantly contribute toward implementation of AFR100 as part of The Bonn Challenge, New York Declaration on Forests (NYDF), and the UN Decade on Ecosystem Restoration. The initiative will contribute to most of the UN Global Goals for Sustainable Development (SDGs) with emphasis on SDG 13 on Climate Action, SDG 15 on Life on Land, and SDG 17 Partnerships for the Goals. Similarly, the initiative will contribute towards achieving the UNCCD land degradation neutrality targets, and is in alignment with the post-2020 Global Biodiversity Framework.
B. OVERALL OBJECTIVE OF THE CONSULTANCY
The main focus of the consultancy will be to provide substantive support to WWF Tanzania, CSOs partners in developing funding proposals in the format of a targeted donor institutions.
C. SPECIFIC OBJECTIVES
i. To identify different sources of funding available for FLR initiatives
ii. To research and identify potential donors and develop a database or map existing data bases which are regularly updated summarising the range of donors potentially interested in funding FLR initiatives
iii. To identify other funding opportunities (corporate, trusts, funding agencies and individual philanthropists) internationally and locally, and provide recommendations for next steps in approaching these source of funding
iv. To prioritise potential funding opportunities according to the best possible match between the scope of projects activities and donor interests
v. Assess the capacity and prospects for long-term fundraising strategic goals and actions and partnerships in the country. This task includes review of existing assessment of trends in corporate giving and CSOs fundraising network
vi. Develop a fundraising strategy with the aim of securing at least 4 partnerships, through identifying at least 5 corporate or DPs that could support FLR initiatives; conduct meetings with corporates or DPs and work to secure at least 2 medium term funding and formalise through MoU
vii. Create fundraising materials for use in the course of soliciting resources for FLR initiatives
D. DELIVERABLES
i. Fundraising strategy, with an implementation plans for FLR initiatives supported with a donor database or map existing data bases
ii. At least 5 bankable proposals aiming specific target donors for FLR initiatives
iii. Fundraising materials in digital forms iv. Draft and Final report containing information about the FLR fundraising strategy, identified opportunities and challenges and recommendations for further actions.
E. PERFORMANCE INDICATORS
The performance indicators for this consultancy are as follows:
i. The deliverables should be guided by the recommendation of key stakeholders (validation workshop)
ii. Final version of the deliverables must take into account all comments from all relevant partners
iii. The consultant must deliver in a timely manner
F. METHODOLOGY
The consultant shall use acceptable methodology(ies) to execute the assignment and deliver as expected in a timely manner.

F. CONSULTANCY REQUIREMENTS
The consultant shall have the following competencies and qualifications:
i. At least 15 years’ experience in natural resources management, forest financing, FLR practices and forest policy;
ii. Proven experience in development and formulation of medium to full size projects for submission to the corporates, individual philanthropists, bilateral and multilateral financial institutions;
iii. Have demonstrated technical/scientific expertise relating to forest management, international cooperation, biodiversity conservation in the role of FLR, community-based forest management, forest financing, payment for environmental services, emerging carbon markets/emissions trading systems including REDD+;
iv. Excellent policy analytical, technical, managerial and drafting/writing skills;
v. Possess thorough knowledge on the Rio Conventions and protocols and Bonn Challenge and
AFR100 initiatives; vi. Have an advanced university degree in forest management, economics, social, environmental studies, natural sciences, development studies, or any related discipline;
vii. Ability to prepare and present reports in English;
viii. Knowledge on forests and forest financing in Tanzania, East Africa and/or SADC is highly desirable;
ix. Be free from any interest that might cause him/her to act in other than an impartial and nondiscriminatory manner.
I. Responsibilities and Logistics WWF Support.
WWF will be responsible for technical oversight of this project including consolidation of applications, evaluation, execution of the assessment and collation of the stakeholders’ views. WWF will provide technical backstopping throughout the assignment process. WWF Forest Program Coordinator will be responsible with consolidating and providing necessary information to the consultant(s).
i. Access to office premises and use of WWF materials
WWF materials available for the assignment will be provided to the consultant.
ii. Field visits
Field work: The consultant is expected to undertake a suitable field trip in order to collect high quality information and discussion with CSOs or NGOs to collate information that may support the assignment.
J. Budget, funding, and payment terms (optional in some consultancy) FOR INTERNAL USE
WWF provide the funds for this assessment and will be responsible for financial oversight. The consultant will enter into a contract for this assignment with WWF-Tanzania who will manage the contract. The rate per day will be subject to the consultant’s qualifications and experience. The costs for travelling, accommodation and per Diem will be covered by WWF when the consultant delivers the work. The consultant will be paid in two instalments as follows: 1st instalment 25% paid after presentation and approval of the Inception/Work plan; 2nd instalment 50% paid upon submission of the draft evaluation outputs and 3rd Instalment 25% will be paid after submission and approval of the final evaluation outputs as described in the table below.

I. Consultancy Report and other Deliverables (If appropriate)
The consultant is expected to provide WWF Tanzania with a Final Report and other deliverables no later than (30th May, 2023). It is expected that the reports and deliverables will cover inter-alia the following:
I. Inception report: a report defining approaches and tools, timeline and work plan to be used in conducting the assignment, shall be due (7 days) after signature of the contract.
II. Capacity building and training report
III. The Final Report which should contain the following information:

Technical proposal comprising the following:
Financial proposal indicating the all-inclusive contract value in currency (quotes should be in TZS for local applicants), supported by the respective cost’s breakdown. The candidate is required to indicate in the financial offer any variation of the daily rate based on the service provided. Foreseen Travel, accommodation and subsistence costs are to be listed separately. These will be reimbursed upon presentation of the respective invoices and proof of payment.

Deadline for submission is 03rd April 2023 at 1700hrs. Any late submission shall not be honoured. The result of the selection will be notified.
IMPORTANT!
1. WWF reserves the right to accept any proposal or reject all proposals.
2. Technical evaluation will precede financial considerations.
3. Any forms of canvassing will lead to automatic cancellation of the bid in question.
4. This is a call for proposal WWF may cancel the process without notice and shall accept no liability whatsoever, arising out of such action.
5. WWF is also under no obligation whatsoever to award to the contract to the lowest or any bidder; the decision of the Procurement Committee shall be final.
M. Evaluation Criteria (FOR INTERNAL USE)
Eligible proposals will be evaluated based on full and open competition, in strict adherence to the Combined Score Method, where the qualifications, experience and proposed methodology will be weighted 90%, and combined with the price offer, which will be weighted 20%. |

All technically qualified proposals will be scored out of 90% based on the formula provided below. The maximum points (10) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula: p = y (µ/z) where: • p = points for the financial proposal being evaluated • y = maximum number of points for the financial proposal • µ = price of the lowest priced proposal z = price of the proposal being evaluated. |
The proposal with the highest total score shall be considered as the winner and recommended for award of contract.
