Program Description
TechnoServe is implementing a three-year (August 2022-September 2025), Inclusive Growth Strategies for Gender Diverse Food Processing SMEs program with grant funding from VISA Foundation. With an overarching mission to reduce poverty and increase resilience in the countries where we work (Tanzania and Kenya), this grant will help achieve two long-term goals: 1) Catalyze inclusive growth, both up and downstream, of gender-diverse SME agri-businesses in Sub-Saharan Africa; and 2) Close gaps between women-led and men-led businesses’ access to resources (capital, technical knowledge/skills) and profitability to fuel women’s economic empowerment across Sub-Saharan Africa.
TechnoServe will provide customized technical assistance and cost share funding to gender-diverse SME food processors in East Africa to catalyze inclusive growth through targeted upstream and downstream interventions. Specifically, we will work with 20+ SMEs from our installed base of nutritious food processors under AINFP in Kenya and Tanzania to drive inclusive growth through two approaches: strengthening smallholder farmer sourcing models using the Inclusive Business Plan (IBP) tool; and penetrating base-of-the-pyramid (BoP) markets using the Inclusive Marketing Plan (IMP) tool.
As part of knowledge management and learning, data management is a critical aspect of the program, including data collection, data capture, analysis, and dissemination. The program intends to engage a keen, analytical, and methodical M&E associate who will support the Program in quality data collection and reporting in liaison with the AINFP Tanzania and Kenya program managers.
Key Responsibilities
Specifically, with the direct support of the Visa Foundation Program Manager, and advisory support from AINFP Regional M&E manager, Tanzania, and Kenya AINFP Program managers, the selected candidate will:
• Support in data collection (both qualitative and quantitative), validation, cleaning, and analysis.
• Support in the maintenance of an up-to-date clients’ database and program metrics.
• Merge different data sets (both qualitative and quantitative data) and undertake statistical analysis of program data, identify relevant trends, and visualization over different periods (quarterly, after 6 months) as may be required.
• Support in undertaking research, and providing relevant evidence in the identified program learning agenda (from primary and secondary data sources) to inform project learning.
• Support in undertaking field visits, donor report compilation, and documentation of learnings.
Desired Qualifications and Experience
• Bachelor’s Degree in Statistics, Economics, Monitoring & Evaluation, or related field.
• At least 2 years of experience in program monitoring and evaluation, data collection, large and complex data management, and analysis.
• Advanced computer skills, including analytical software (e.g. Advanced Excel, SPSS, STATA) and data visualization programs (e.g. Advanced Excel, Tableau, Power Bi)
• Strong analytical and organizational skills.
• Demonstrated experience in data processing and management of large-scale and complex data sets.
• Knowledge of web-based surveys (e.g ONA, google forms,Power Bi) is desirable.
• Strong interpersonal skills and the ability to work well within a multi-cultural team environment.
• Must be result-oriented and be able to work under pressure and tight deadlines.
• Working experience with donor-funded / development projects will be an advantage.
• Ability to travel across the country and internationally to support data collection.

TechnoServe has worked extensively over the last 12 years with food processors and other agricultural intermediaries in Sub-Saharan Africa to grow their small- and medium-sized enterprises (SMEs) by deploying commercially viable, inclusive business models that create markets for smallholder farmers (SHFs) and jobs for workers, while supplying safe and nutritious food for consumers. These firms are the linchpin of food systems, and their growth, particularly those that are farmer-allied (i.e., strategically investing in smallholder productivity and livelihoods) is critical to unlocking the potential of Africa’s agricultural sector and building inclusive, resilient food systems.
Program Overview:
With an overarching mission to reduce poverty and increase resilience in the countries where we work, TechnoServe aims to achieve two long-term goals through this program: 1) Catalyze inclusive growth, both upstream and downstream, of gender-diverse SME food processors in Sub-Saharan Africa; and 2) Increase women-led business’ access to resources (finance and technical knowledge/skills) and profitability, in order to fuel women’s economic empowerment across Sub-Saharan Africa. Profitable, growing agribusinesses with farmer-based supply chains, gender-responsive policies and practices, and reach into base-of-the-pyramid (BoP) markets can be the linchpin of resilient African food systems, holding particular promise for creating commercial value while also stimulating employment, livelihoods, food security, access to nutritious foods, and women’s economic empowerment. Investing in women-owned and led businesses contributes significantly to economic growth, including job creation.
Through this 3-year program, TechnoServe will provide customized technical assistance and co-investment funding to more than 20 gender-diverse small- and medium-sized (SME) food processors in Tanzania and Kenya to catalyze inclusive growth. Specifically, TechnoServe will support clients to: 1) strengthen their smallholder farmer sourcing models to benefit both clients and their farmer suppliers by developing and implementing customized Inclusive Business Plans; and 2) reach BoP markets by developing and implementing Inclusive Marketing Plans, to benefit clients and consumers.
Job Summary:
The Inclusive Business Specialist is responsible for shaping and delivering technical assistance to SME food processor clients in Tanzania. S/he will work closely with clients and value chain experts (short-term consultants), as well as liaise with staff from TechnoServe’s Alliance for Inclusive and Nutritious Food Processing (AINFP) program, to:
• Develop and support implementation of Inclusive Business Plans (IBPs): oversee technical assistance and cost-share (co-investment) towards implementation of IBP recommendations
• Support optimization and implementation of Inclusive Marketing Plans (IMPs) to help clients effectively reach BoP markets.
[*note* a majority of clients for this program will be selected from AINFP’s current client base]
The Inclusive Business Specialist will report to the Program Manager. S/he will not manage any full-time staff, however, s/he will manage and/or coordinate with short-term value chain experts who are brought on-board to develop the IBPs and IMPs.
Primary Functions & Responsibilities:
Technical
• Help develop selection criteria for participating food processors
• Meet with and select food processors to participate in the program; recommend clients for continuation or cessation of program activities
• Oversee/lead the development of inclusive business plans and inclusive marketing plans, which will include: working closely with short-term value chain specialists; conducting interviews with food processors and other key stakeholders; reviewing data; and organizing/participating in field visits
• Oversee co-investment grants with a subset of selected processors
Program Coordination
• Serve as contact for clients for this initiative; coordinate with the AINFP team, who are the relationship “owners”
• Coordinate with the AINFP team and other TechnoServe programs and specialists to identify potential clients / select clients, and to execute program activities.
• Help interview, select, and manage short-term value chain experts brought on to develop IBPs and optimize IMPs
