Background
DIME is a Department of the World Bank’s Development Economics Vice Presidency. DIME’s purpose is to increase the use of impact evaluation (IE) in the design and implementation of public policy and to develop institutional capacity and motivation for evidence-based policy. DIME’s work focuses on three areas:
• Evaluating programs at scale to answer policy-relevant questions
• Building capacity to strengthen country institutions for evidence-based policymaking
• Building theory on mechanisms in strategic development areas based on high-quality evidence.
Underpinning all of this work is DIME’s mission of improving development effectiveness through the use of high-quality data and rigorous impact evaluation. The Communications and Knowledge Management team combines organizational structure, creativity and deep partner engagement to develop strategies and content that helps ensure evidence generated through DIME’s work is accessible, useful and impactful.

Summary
DIME seeks to recruit an Extended Term Temporary (ETT) to support its Knowledge Management and Communications activities. The role will be split, with 50% of the time focused on central DIME tasks, and 50% of the time focused on a predefined set of ongoing projects that require specific communications and knowledge management needs.

Roles and Responsibilities
The ETT will support DIME’s objective to produce high-quality products, develop strategies for how to translate these products into meaningful policy influence, and implement the strategy/disseminate those outputs broadly. We therefore seek candidates with excellent creative and organizational skills who can adapt to the changing needs of the program. The candidate is expected to be based in Washington, DC.

Central Support
The ETT will carry out a range of support work for the DIME Knowledge Management and Communications team related to DIME-wide activities. Specific responsibilities include:
Events: Crafting vision boards (color palettes, custom graphic elements, layouts); designing communications products (flyers, agendas, banners, PowerPoint slides, Mailchimp announcements, event pages, social media cards.)

DIME branding: Designing brief layouts; updating the branding guide; creating custom infographics and data visualizations.

Web & social media: Working on DIME’s new website and building event pages; designing assets (e.g. announcements, landing pages, headers); drafting and disseminating DIME newsletters; promoting DIME’s activities on social media (X, Instagram, LinkedIn posts.)

Knowledge management: Supporting the design and housekeeping of DIME’s SharePoint, Mailchimp, Notion & Canva workspaces.

Project-Specific Support
In addition to the central function, the ETT will join the project teams for a set of ongoing and nearly-completed impact evaluations funded by FCDO, and will lead on developing the communications strategy and content development for the projects. The projects include:
(i) A rural water and sanitation access project in the DRC. The project included a large-scale RCT and complementary qualitative research to test the effectiveness of the largest WASH project implemented by UNICEF globally – the Village et Ecoles Assainis program. The study is complete and the project team is in the process of curating the outreach materials to complement the findings.
(ii) A water maintenance project in Tanzania. The project included multiple different analytical products over the course of 10 years, including descriptive analyses, qualitative research, and an impact evaluation to explore the bottlenecks to ensuring sustainable water access in rural Tanzania, and ways to overcome these. The work is nearing completion and there will be a series of government and donor engagements to help ensure the results can inform policy and planning.
(iii) A primary education project in Tanzania. DIME is supporting the Shule Bora program – an FCDO-financed engagement aimed at improving the inclusion and quality of learning in Tanzania’s primary schools. While the work is still in its early stages (it is expected to continue until 2027), there are a number of analytical products including targeted literature reviews and descriptive analyses that are already completed and will be packaged for use by government as well as global consumption. The work will include help with packaging existing materials and developing a strategy for communication together with FCDO for future activities/outputs linked to the program.
Given the different stages of the projects, it is expected that the ETT will help with a combination of content curation (e.g. preparing short policy briefs from the existing material) as well as strategic planning for ensuring the stream of analytical products being developed in the future are linked to a holistic communications approach aimed at maximizing policy influence.

Reporting
The ETT will be mapped to DIME0 (DIME’s front office), and report directly to the Knowledge Management Officer for central communications functions, and to DIME0’s Senior Economist for project-specific support.

Selection Criteria
• Bachelor’s degree in a relevant field (e.g. international relations, communications, journalism, marketing, graphic design).
• Skills and Experience:
• Demonstrated expertise in graphic design, photography, producing branding elements, with a focus on Adobe Suite (particularly Illustrator & InDesign) and Canva.
• Previous experience rendering communication products, maps, data visualization (including dashboards and charts) and/or slide decks.

Language Skills:
• Strong written and verbal communication skills in English are required.
• Fluency in other World Bank working languages (particularly French and Spanish) is strongly preferred.
• Other Qualifications:
• Eagerness to collaborate with colleagues of diverse backgrounds, skills, and experience.
• Excellent organizational skills and attention to detail.
• Resourceful and a self-starter, excited to work on a dynamic and fast- growing team.
• Demonstrated interest in impact evaluation and/or reproducible research.
