Background information:
FIIAPP is a foundation of the State public sector whose activities, characterised by the absence of profit and the pursuit of the general interest, is framed in the field of international cooperation aimed at the institutional modernisation, for the reform of Public Administrations and the attainment of democratic governance.
FIIAPP is searching for an Expert who will be based in Dar Es Salaam.
The estimated duration of the contract is 32 months, to be carried out mainly in Dar Es Salaam (Tanzania) with regional and trans-regional frequent travelling.
The Expert will support the Regional Coordinator (RC) based in Dar Es Salaam. The Expert will assist the RC, working closely and supporting him/her in the completion of their tasks and duties. The work in the RC office requires a close cooperation with the Tanzanian project partners, and further relevant institutions, e.g. the EU Delegation to Tanzania.
Information of the project:
The objective of the Expert is to facilitate the smooth implementation of this trans-regional, multi-country project and support the work of the Regional Coordinator.
The main tasks of the Expert will be:
- Provision of support to the RC in administrative and organisational issues,
- Organisation of a document storage system (electronic and analogue),
- Making travel arrangements and arrange meetings for the Project Leader, Project Deputy, RC, the short-term experts and other foreign specialists involved in the project (e.g. organisation of hotels, local and regional transports)
- Coordination of missions of short-term experts and other foreign specialists in relation to the project,
- Assistance to the RC, the short-term experts and other foreign specialists involved in the project in matters related to language problems or other problems due to being and working in a foreign country,
- Organisation of meetings, workshops and conferences, including meetings of the Steering Committee of the project (e.g. organisation of venues, including catering, technical support, preparation of invitations of Tanzanian specialists and press),
- Practical support in the implementation of daily work of the RC, the short-term experts and other foreign specialists involved in the project in Tanzania,
- Dealing with contacts inside the project team, the partner institutions, and outside by telephone, internet and site visits,
- Drafting of minutes of meetings,
- Drafting of written materials with relation to the project in Swahili and English, e.g. reports,
- Performing of necessary office and office management tasks, including record keeping,
- Accounting of project expenditures,
- Providing interpretation and translation services (from Swahili into English and vice versa),
- Attending the RC and short-term-experts at regional trips in Tanzania (including overnight stays) during meetings with Tanzanian counterparts, and also other regional countries covered by the RC and project, as necessary.
Expert profile: Requirements (CV):
Qualification and skills:
- A university degree (preferably Masters) in a relevant subject such as international relations, law, development studies, social/political science, or other relevant subject.
- Proficient with a computer.
- Excellent knowledge of Word (e.g. formatting, serial letters), Excel (e.g. spreadsheet calculation), and PowerPoint.
- Native Swahili speaker,
- Excellent knowledge of English (oral and written),
- Hard working with excellent written and oral communication skills and the ability to work closely with the RC and team of experts.
General professional action:
- General knowledge in bookkeeping,
- Action with the implementation of projects funded by the EU, or other bi-/multilateral projects,
- Action in organising workshops and meetings.
Specific professional action:
- Excellent knowledge of Tanzania and its institutions, legislation and administration and knowledge of EU issues.
- Action of dealing with Tanzanian law enforcement organisations, particularly those involved in drug supply reduction activities,
- Action of dealing with Tanzanian organisations involved in drug demand reduction activities and associated health care issues.
