EAST AFRICAN CRUDE OIL PIPELINE
REQUEST FOR EXPRESSION OF INTEREST: PROVISION OF MANPOWER OUTSOURCING SERVICES (DRIVERS) IN TANZANIA REFERENCE NO. 000000635

East African Crude Oil Pipeline (EACOP) LTD (COMPANY) invites experienced and reputable companies to express their interest in the provision of experienced drivers as outsourced manpower service to the Company. The EACOP project involves the construction and operation of a buried cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District Uganda to Chongoleani Tanga Region in Tanzania. The length of the pipeline is 1443 km, of which 1147 km will be in Tanzania. The Pipeline will traverse eight (8) regions comprising of Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara, and Tanga; 27 Administrative District Councils, and 231 Villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:

The Company, as part of its commitment to promoting national content and the participation of Tanzanian Nationals in the Oil & Gas value chain, aims at recruiting nationals with experience and capabilities of driving various vehicles (both light and heavy (mini buses, etc.)) used by the Project in its day-to-day activities across the Project area. EACOP is thus seeking the services of a reputable company (ies) with a track record of experience in recruiting and providing manpower services to similar oil and gas projects to provide the services of supplying the Company with well-trained, experienced, and medically fit drivers to drive COMPANY vehicles in line with the COMPANY land transport rules, procedures, guidelines, and Tanzanian laws and regulations.

Quantity of personnel:

• Driver Supervisor: 1 (Dar es Salaam offices)
• Driver Supervisor assistant: 1 (Dar es Salaam offices)
• Drivers: Around 94 (Either in Dar or on the fields as per COMPANY activities and requirements)

The role and functions of the Driver Supervisor are:

• To manage the divers/cars planning daily linked to the EACOP request.
• To ensure that any travel is supported by a proper JMP.
• To ensure the good condition of vehicles (daily checklist, regular services).
• To ensure the respect of rest time and leave of drivers.
• To follow COMPANY fuel policy.
• To ensure the service is provided at the satisfaction of EACOP.
• To organize meetings with drivers (toolbox quarterly meeting).
• To update databases concerning drivers and vehicles.
• To participate in all meetings linked to the drivers’ activities.
• To participate in monthly meetings and emit monthly reports for the light vehicles.

SERVICES MINIMUM REQUIREMENTS:

Companies or organizations expressing their interest are invited to document their request with:

• Certificate of Incorporation and recent BRELA search (attach copy)
• Proof of registration with relevant authorities including Tanzania Revenue Authority (TRA) etc.
• Tax Clearance Certificate for the latest year available (attach copy)
• Proof of valid Business License.
• Proof of experience in providing similar services to related projects or companies including recommendation letters from three current clients.
• Profile of key personnel to be involved in the project including personal level of qualifications, experience, and capacity to deliver the required services.
• Proof of Registration with the EWURA Local Supplier Service Provider (LSSP) database or an approved application at the time of submission of the response to this expression of interest is strongly recommended.
• Compliance with Local Content Regulations 2017 and Local Company definition.
• Proof of Anti-corruption, Anti-bribery Compliance, and Human Rights policies.

Companies that have the ability, capacity, and resources to implement the activities listed above should express their interest by sending together with the documents stated in the above section through an email to procurement.tz@eacop.com (max. email size 20Mb) on or before 17:00 hours East African Time (EAT) on or before 28/10/2024. Email object shall be PROVISION OF MANPOWER OUTSOURCING SERVICES (DRIVERS) EOI-0000000635. Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests should be submitted in the English Language.

Note: The EACOP project will review and assess the documents provided by the interested companies to derive a list of prequalified companies. Only prequalified companies will receive, subject to signature of a Non-Disclosure Agreement (NDA), an invitation to submit bids in furtherance of the call for tender process.
