Main Purpose of the Job
The successful applicant will support BHC Tanzania’s cross-departmental policy work on security and justice, and serious organised and financial crime (SOC) in particular. This includes analysis of the security and justice sector’s political settlement; security and justice developments and threats in Tanzania and how they intersect with UK interests; assessments of risk, including human rights risk, and the UK’s exposure, and watchful analysis of UK-led policy developments on security and justice. The postholder will engage with colleagues at the centre to integrate emerging policy thinking into BHC Tanzania’s delivery plan, and with thinktanks and academics to stay abreast of security and justice developments.
As post’s SOC conduit to the centre – in which you will provide secretarial support to the x-HMG Joint Serious Organised Crime platform – the postholder will use different channels to report on SOC accomplishments and challenges, and engage on emerging policy and guidance (cyber, money laundering, FATF etc). You will also coordinate post’s engagement with Centrally Managed Programmes operating in Tanzania on security and justice, for example on illegal wildlife trafficking and safeguarding.
Roles and responsibilities:
In this role you will be responsible for:
• S&J Policy Analysis: Undertake and maintain ongoing analysis of the political settlement within the security and justice sector in Tanzania, drawing on close attention to news and developments related to corruption, violent extremism, serious and organised crime, financial crime and law enforcement reform. Feed analysis into core BHC products, including the Security and Justice pitch for the Country Plan, the mission’s political tracker, and threat assessments.
• Centrally Managed Programmes: Lead coordination and engagement with UK-financed Centrally Managed Programmes operating in Tanzania on security and justice reform, financial crime, Serious Organised Crime, and related subjects (for example, the Illegal Wildlife Trafficking Challenge Fund, Soteria, and others). Function as policy/advisor lead on bilateral programmes as appropriate.
• JSOC Secretariat, and reporting to the centre: Lead coordination of the x-HMG Joint Serious Organised Crime (JSOC) platform, including quarterly reporting to the centre on JSOC developments, as well as other S&J developments as needed.
• S&J Risk: Lead the analysis and coordination of risk for the security and justice team, including management of the S&J risk register, and drafting of human rights risk assessments (overseas security and justice assessments [OSJAs]).
• Relationship Management: Invest in building a network of contacts across the security and justice sector and international community in Tanzania to enable you to contribute to key debates and processes.
• General Team Support: Provide support across the team for key security and justice issues such as results monitoring, value for money, business case design and programme reviews.
• General Mission Support: Contribute to corporate processes across the High Commission including: strategic planning, results monitoring, programme management, transparency and accountability, and cross-mission corporate functions.
Essential qualifications, skills and experience 1
A good understanding of technical concepts related to the political settlement, security and justice, and anti-corruption and illicit financial flows, including:
• Political Settlement Analysis: Understanding governance evidence, policy, and practice in a range of settings (both development and non-development settings); able to apply both political and institutional analysis to inform policy direction, advice, and programming decisions.
• Security, Justice and Human Rights: Understanding how security, justice and human rights contribute to development and stability, and their impact on different groups, particularly women. Able to work with HMG and other actors to influence, design and deliver interventions.
• Anti-Corruption and Illicit Finance: Understanding of the causes and effects of corruption in countries as well as corruption’s transnational and multi-sectoral nature. Can deliver strategic advice and influencing, and can work across other UK government departments and internationally.
Language requirements:
• Language: English
• Level of language required: Fluent, including strong drafting skills and communicating technical concepts to non-expert audiences. To be tested at interview.
Desirable qualifications, skills and experience 1
• Degree in political or social science, or law, or international relations, or an associated discipline.
• Understanding of security and justice reform and development.
• Understanding of how law enforcement, prosecutorial, judicial and other security and justice government departments/agencies interact, the political settlement dynamics which underpin their relationship, and their place in the broader political settlement.
• Strong analytical and drafting skills.
• Good oral communication and negotiation skills; strong at reaching out across a range of specialist technical areas and adapting the message dependent on the audience.
• Self-motivated and able to pursue workstreams with minimal oversight and be able to prioritise your own work in line with team objectives.
• Committed to continuous personal development, seeking feedback and ensuring reflection on own effectiveness
